GIS Analyst II - TPP Division - Austin, TX - (2502066)

Position Information

TxDOT's Transportation Planning and Programming (TPP) Division is looking for a GIS Analyst based in Austin, TX, who is highly motivated, resourceful, and passionate about spatial data. As a GIS Analyst in TPP you will be responsible for assisting in the maintenance of roadway data in the division's geospatial roadway inventory database, as well as working to provide solutions to improve processes, and develop products to assist with daily workflows. The ideal candidate will be experienced with ESRI's ArcGIS Pro, and ArcGIS Online; having experience with linear referencing is a plus.

Position Description

Performs complex geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation related activities or projects. Work requires contact with governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties:

  • Utilizes ArcGIS Online to create and maintain feature services and web mapping applications
  • Reviews geographic data from various sources, including other state agencies, aerial imagery, existing maps, and databases.
  • Creates, maintains, and updates GIS databases and cartographic products using the ESRI suite of ArcGIS software..
  • Develops and maintains links between attributes and other databases.
  • Digitizes and maintains roadway line work and attributes, basemap layers, and administrative polygon boundaries.
  • Georeferences scanned paper maps for feature extraction.
  • Follows documented workflows, standard operating procedures, and best practices to consistently produce high-quality data with minimal errors or corrections.
  • Creates and updates documentation, including standard operating procedures, project plans, wiki pages, metadata, etc.
  • Uses linear referencing to update and maintain the roadway network and attributes.
  • Researches new software and/or techniques for improving performance or processes.
  • Represents the organization at meetings and other forums.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

  • Bachelor's Degree in Geography, Geographic Information Systems or related field.
  • Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications OR related graduate level education may be substituted for experience on a year per year basis.

Experience:

  • 1 year using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis.
  • Experience can be satisfied by full-time or prorated part-time equivalent.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications: Experience with Python, FME, and Linear Referencing

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Grasping-applying pressure to an object with fingers and palm
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
