We have an exciting opportunity for a highly skilled and motived Advanced Transportation Planning (ATP) Technical Project Manager to join our team within the Corridor Planning Branch of the Transportation Planning and Programming (TPP) Division. We are preparing the state system for the future with a focus on the long-term horizon.

The ATP Technical PM will assist in coordinating the planning and initiation of transportation projects, ensure the delivery of projects are on schedule in support of the Unified Transportation Program (UTP), and establish major milestones and deliverables to meet the goals of the statewide portfolio. Position Description

Performs complex project management coordinating the planning and initiating transportation projects. Work involves assigning duties and coordinating with project team members responsible for data analysis, research work, and complex data visualizations related to the transportation projects; balancing competing projects while ensuring the delivery of projects on schedule in support of the 10-year Unified Transportation Program; and implementing the vision; developing the overall project approach; and establishing major milestones and deliverables to meet the desired goals and outcomes for the statewide portfolio. Work directly supports department wide decision making for Texas Department of Transportation Executives. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • Develops and presents program and portfolio visualizations and reports to stakeholders on project development, methodology, timelines, and status of transportation projects.
  • Manages, develops, and evaluates projects and programs using accepted project management methodologies.
  • Develops project and program budgets, schedules, and work plans, resources requirements, and cost estimates and projections.
  • Monitors project milestones, deliverables, and reports on major milestones for the program portfolio.
  • Analyzes and reports on program funding change scenarios and their impact to individual project schedules.
  • Coordinates project activities with Division and District leadership, including Department Executives/Administration.
  • Facilitates statewide portfolio reviews and meetings.
  • Submits project deliverables to stakeholders.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

  • Bachelor's degree in any discipline.
  • Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 4 years in project management or transportation planning experience.
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications: Project Management Professional(PMP) certification required.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
