Position Description

Performs highly advanced geographic information systems (GIS) data development, integration and analysis, produces maps and graphics, and extracts, analyzes and reports data. Provides technical assistance and support of transportation planning projects. Work requires contact with governmental agencies. Serves as a Lead Worker. Employees at this level establish their own work plan and priorities to meet set objective. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Serves as a lead worker or project leader.
  • Plans and proposes projects to management; creates project plans.
  • Responsible for the development technical training curricula and trains technical staff.
  • Creates or oversees the creation of documentation, including standard operating procedures, project plans, wiki pages, metadata, etc.
  • Manages large-scale, established projects.
  • Assists manager with hiring and performance evaluation process.
  • Generates reports and produces graphic products.
  • Researches new software and/or techniques for improving performance or processes.
  • Creates and updates documentation including standard operating procedures, project plans, wiki pages, metadata, etc.
  • Utilizes ArcGIS Online to create and maintain feature services and web mapping applications.
  • Edits correspondence/production work for proper format, spelling, grammar, punctuation, typographical errors, syntax, style, sentence structure, content and clarity.
  • Reviews geographic data from various sources, including other state agencies, aerial imagery, existing maps, and databases.
  • Develops custom tools and applications using Python, HTML/JavaScript/CSS, SQL and/or other coding languages.
  • Interprets source documents, such as engineering plans, plot maps and legal descriptions.
  • Serves as project leader on highly complex projects requiring coordinating, planning and scheduling technical employees
  • Performs other job responsibilities as assigned

Minimum Qualifications:

Education:

  • Bachelor's Degree in a related discipline.
  • Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 5 years cartography, mapping, surveying, or related experience using Environmental Systems Research Institute (ESRI) products in cartographic production, GIS or GPS analysis.
  • Experience can be satisfied by full-time or prorated part-time equivalent.
  • Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

  • Geographic Information Systems Professional (GISP) or other GIS-related certifications
  • Project management certification, training, or applied experience

Competencies:

  • Ability assess needs and initiate appropriate action
  • Time management and ability to prioritize tasks and assignments
  • Program/project planning, development, and management methodologies
  • GIS data architecture, analysis, and publication methodologies
  • GIS data collection and transformation methodologies
  • GIS automation and ETL methodologies
  • Understanding of application of computer programming techniques and languages (ESRI-supported)
  • Applicable computer software applications and hardware (ESRI & Safe Software FME)
  • Maintaining effective working relationships with others
  • Leading projects and project teams
  • Communicating technical information effectively
  • Public speaking and presenting
  • Composing correspondence and technical documents

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
