In addition to directly serving clients, we also contract a substantial portion of our nearly $1.7B annual budget to local community-based organizations who provide innovative and culturally-responsive services to King County residents. Thus, the cornerstone of our Department's work is procuring, contracting for, and monitoring the outcomes of these services. In 2024, DCHS launched a broad implementation of Agiloft, an end-to-end contract life cycle management tool, to consolidate and modernize our contract management and invoicing systems. In late 2025 we will launch functionality to support the Departments solicitation processes, with further plans to build out the system to support compliance and contract management. DCHS is looking for an analytical team player with a passion for learning and supporting technology systems and its end users to serve in a Functional Analyst III role. The incumbent will join a dynamic multi-disciplinary team to document and enhance current business processes, support technical project and change management activities, train end users and produce technical documentation about the new Agiloft system. Once launched, the Functional Analyst III will monitor and troubleshoot system performance and continue to identify opportunities and implement efforts to increase user satisfaction and expand system functionality.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. REMOTE AND ONSITE WORK DETAILS: Employees in this role work remotely from a home location, with onsite reporting requirements. The frequency of onsite work is determined by business needs and may be adjusted accordingly.

REMOTE WORK LOCATION REQUIREMENT: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.

Job Duties

1. Partner closely with DCHS staff and contracted providers to gather, define, map, refine and translate complex business rules and system requirements into functional specifications. Actively seek opportunities to make the procurement, contracting, and invoice submission and tracking processes more efficient and accessible to end users while leveraging Agiloft's functionality.

2. Serve as the business' expert in the configured Agiloft system. Continually strive for the system to meet the business' evolving needs--maintain data tables, configure new workflows and functionality, stay abreast of product changes, etc. Facilitate complex system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes.

3. Develop and maintain training materials and training events for multiple end-user groups; provide ongoing technical assistance and develop systemic approaches to building users' skill and ability to self-resolve technical questions.

4. Ensure the system is well documented and develop plans for sustainability.

5. Act as a liaison between the business and King County Information Technology (KCIT) and vendor staff, to ensure DCHS' needs and preferences are understood and met.

6. Monitor system functionality. Troubleshoot, track, resolve and document significant system problems and issues requiring advanced technical expertise. Act as technical expert in solving referred issues from less experienced staff.

7. In the future, may task supervision less senior functional analysts. Assign and check work, support and train new employees.

8. Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Experience learning, documenting and continually improving business workflows and processes.

Advanced understanding of relational databases, automated systems data modules, table relationships, and views.

Skill in interpreting complex instructional manuals, guidelines and procedures.

Proficiency with common desktop workflow tools, including but not limited to Office 365: Word, SharePoint, Teams, Excel, PowerPoint, and Visio.

Demonstrated experience developing training materials and providing training and technical assistance to non-technical staff. Strong problem solving and interpersonal skills, including the ability to establish and maintain good working relationships with diverse teams and stakeholders.

Ability to translate between technical and business language and serve as an effective liaison between workgroups.

Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus.

Strong project management skills and experience--ability to breakdown complex projects into smaller tasks, develop realistic timelines, and track and manage progress.

Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes.

DESIRED:

Knowledge of Agiloft strongly preferred, but not required

Knowledge of public-sector procurement and contracting processes desired

Experience with change management approaches, such as ADKAR or Kotter's Theory
