The City of Raleigh Information Technology Department seeks an experienced PeopleSoft Developer to join the ERP Operational Support team, dedicated to supporting and improving Oracle’s PeopleSoft Human Capital Management and Financials systems. ERP (Enterprise Resource Planning) systems integrate key business functions—such as finance, human resources, and procurement—into a unified platform that streamlines operations and boosts efficiency across the organization.

Our mature on-premise PeopleSoft system runs version 9.2 and PeopleTools 8.56, supporting over two dozen modules and more than thirty interfaces. The City has successfully implemented several upgrades, demonstrating a commitment to innovation and continuous improvement. While strong PeopleSoft development experience is essential for supporting our current environment, we are also seeking a candidate with the adaptability, strategic mindset, and technical skills to support the implementation and transition to a future ERP platform.

About You:

As a key member of our ERP team, you will analyze requirements, design solutions, develop customizations, and configure PeopleSoft and related applications to meet business needs. You will work collaboratively with cross-functional teams, bringing strong technical, analytical, and communication skills. While a PMP certification is not required, solid project management skills and the ability to lead small projects are essential.

IT collaborates with academia and local governments on projects that build a vibrant digital future and ensure secure, reliable services for the City. The team continuously pursues innovative, cost-effective solutions, prioritizes staff training, and delivers exceptional support to empower departments and serve the community effectively.

Duties and Responsibilities

  • Collaborate with end users and functional leads to understand and document requirements.
  • Develop technical design documents, test plans, and test scripts.
  • Build and maintain PeopleSoft applications using tools like Application Designer, PeopleCode, Integration Broker, and more.
  • Develop and modify reports using SQR, BI Publisher, Pivot Grids, and nVision.
  • Create and maintain integrations with internal and external systems using SOAP and REST services.
  • Troubleshoot and resolve PeopleSoft production issues.
  • Apply updates, patches, and fixes using PeopleSoft Update Manager and Change Assistant.
  • Conduct code retrofits for standard updates such as payroll tax changes.
  • Follow SDLC standards and use tools like STAT and ServiceNow for change and incident management.

Typical Qualifications

Education and Experience:

Bachelor's degree in computer science or directly related field and two years of experience related to assignment

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications:

  • 5 years of senior PeopleSoft development experience

Additional Information

Knowledge of:

  • PeopleSoft development (Application Designer, PeopleCode, Integration Broker, SQR).
  • Application development best practices and integration methods.
  • SDLC methodologies and project management principles.
  • Data analysis, reporting, and troubleshooting.
  • Customer service principles and effective communication.

Skills in:

  • Developing and maintaining PeopleSoft customizations and integrations.
  • Analyzing and resolving technical issues efficiently.
  • Managing multiple projects and meeting deadlines.
  • Documenting technical designs clearly.
  • Collaborating effectively with cross-functional teams and end users.

ADA and Other Requirements:

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Light Work:

Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:

Work is routinely performed in an indoor, office environment.
