The City of Raleigh Information Technology Department is seeking an Enterprise Applications Manager to lead and evolve the systems that power Human Resources, Finance, and Budget services for over 5,000 employees. You’ll manage a high-performing team, collaborate with City leaders, and play a pivotal role in enterprise platform modernization, including a forthcoming citywide ERP transition.

Duties and Responsibilities

  • Lead and Deliver Enterprise Solutions
    • Lead a team of 7 IT staff and matrix manage 5 functional team members supporting critical enterprise applications.
    • Supervise team operations including hiring, performance evaluations, and work assignments.
    • Define strategic roadmaps for platforms such as PeopleSoft, SAP SuccessFactors, and other systems that support HR, Finance, and Budget operations.
    • Design and maintain technical architecture aligned with broader City IT strategy.
    • Ensure compliance with ITIL practices and support the maturity of request, demand, and incident processes.
  • Contribute to Major Modernization Projects
    • Serve as a key contributor to the City’s multi-year ERP selection and implementation initiative, working alongside executives, managers, technical leads, and external partners.
    • Help guide the development of an RFP, vendor selection, and long-term transition to a modern ERP platform.
    • Collaborate on other strategic initiatives including:
      • Launch of a new Agenda and Meeting Management platform
      • Development of a data inventory and dashboard baseline for your portfolio
  • Collaborate Across the City
    • Build strong, trust-based relationships with internal stakeholders, especially in HR, Finance, Budget, and executive leadership.
    • Partner with IT divisions and business units to deliver reliable, scalable technical solutions.
    • Communicate clearly with both technical and non-technical audiences, presenting strategies, roadmaps, and updates.
  • Drive Performance and Results
    • Partner with project management, ensuring schedules, milestones, and deliverables are met.
    • Manage vendor partnerships and application contracts to ensure service quality and strategic alignment.
    • Lead technical and business-focused meetings and drive consensus-based solutions.

Typical Qualifications

Education and Experience:

Bachelor's degree in information technology or directly related field, six years of professional experience involving enterprise-wide strategic technology planning and infrastructure management and two years of supervisory experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems/Technology, or a related field
  • 2+ years of leadership experience managing IT technical teams
  • Familiarity with PeopleSoft, SAP SuccessFactors, or other major ERP platforms (e.g., Oracle, Workday, Infor, Microsoft Dynamics)
  • Experience working with public sector or municipal technology environments
  • Strong understanding of ERP best practices, lifecycle management, and cross-functional implementations

Additional Information

Knowledge, Skills and Abilities:

  • Technical Expertise: Proficiency in managing enterprise applications, especially ERP systems (e.g., PeopleSoft, SAP SuccessFactors), including defining strategic roadmaps and technical architecture.
  • ITIL Framework: Strong knowledge of ITIL practices and experience in driving process maturity for service management (request, demand, incident management).
  • Leadership: Proven experience leading technical teams, including hiring, performance evaluation, and work assignment.
  • Project Management: Skilled in managing large-scale technology projects, including ERP modernization, RFP development, vendor selection, and implementation planning.
  • Collaboration: Ability to build strong relationships with internal stakeholders, including HR, Finance, Budget, and executive leadership.
  • Communication: Excellent written and verbal communication skills to effectively convey technical and strategic information to diverse audiences.
  • Vendor Management: Experience in managing vendor partnerships and contracts to ensure service quality and alignment with strategic goals.
  • Strategic Thinking: Ability to align technical solutions with the broader City IT strategy and business needs.

Sedentary Work:

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:

Work is routinely performed in an indoor, office environment.
