Los Angeles Harbor College (LAHC) announces an opening for a full-time Academic Director - CalWORKs/TANF/GAIN. Interested individuals who meet the minimum qualifications and possess the required experience are invited to apply.

ABOUT THE COLLEGE AND DEPARTMENT:

Los Angeles Harbor College (LAHC) is one of nine colleges in the Los Angeles Community College District (LACCD) and is located in Wilmington, California. With an enrollment of approximately, 10,000, LAHC offers a wide range of academic and career educational programs, and transfers students to leading private and public colleges and universities.

The CalWORKs Program (California Work Opportunities and Responsibilities to Kids) at LAHC provides educational support to parents in a welfare-to-work program. Under the DPSS (Department of Public Social Services) umbrella, GAIN (Greater Avenues for Independence) refers students to LAHC to pursue a specific educational goal. The LAHC CalWORKs Program provides educational support providing dedicated counseling, referrals, tutoring, workshops, and Work-Study to allow students acquire work experience helping to a successful transition into the workforce. The LAHC CalWORKs Program works closely with the LAHC Career & Job Placement Center and other college programs to ensure the success of our students. Our goal is to collaborate with local county department of social services and other community partners to prepare our students to become economically self-sufficient through the attainment of a higher education.

POSITION DESCRIPTION:

Under the supervision of the Vice President of Student Services or designee, the Academic Director of CalWORKs/TANF/GAIN is responsible for administering the CalWORKs/TANF/GAIN programs. This position will provide leadership in the development and provision of appropriate support services to students and to ensure compliance in accordance with applicable state and federal laws and regulations.

EDUCATION AND EXPERIENCE

Minimum Qualifications

  • Possession of a master’s degree from a regionally accredited institution and at least one year of formal training, internship, or leadership experience reasonably related to the assignment.

GENERAL REQUIREMENTS:

A medical certificate indicating fitness to engage in administrative work is required for new employees at the applicant’s expense prior to employment.

Eligibility Requirement: COVID 19 VACCINATION

Pursuant to LACCD Board of Trustee's Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees’ policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date

RESPONSIBILITIES/DUTIES

  • Establish and monitor yearly CalWORKs/TANF/GAIN budgets.
  • Prepare CalWORKs/TANF/GAIN annual reports and other State and College required reports.
  • Administer CalWORKs/TANF/GAIN program: faculty and staff selection, supervision and evaluations.
  • Gathers and analyzes data in a responsible, logical and accurate manner. Collects and coordinates CalWORKs/TANF/GAIN student data required by the Chancellor’s Office.
  • Chair and conduct staff meetings with CalWORKs/TANF/GAIN staff.
  • Provides professional development opportunities to CalWORKs/TANF/GAIN staff through conference attendance and training workshops.
  • Represent program at college, regional, and state levels as appropriate.
  • Facilitate CalWORKs/TANF/GAIN Advisory Committee functions.
  • Works closely with CalWORKs/TANF/GAIN counselors.
  • Serve as liaison between college departments, Guided Pathway Divisions, and CalWORKs/TANF/GAIN.
  • Serve on college committees to represent, promote and enhance awareness, understanding, sensitivity and support toward CalWORKs/TANF/GAIN students.
  • Perform a variety of specialized duties in support of employment placement and career development for CalWORKs/TANF/GAIN and assigned workforce grants; coordinate activities and services to provide students with employment, internships, volunteer, mentoring, job shadowing and cooperative education opportunities in an efficient and timely manner; monitor and adjust activities to student and employer needs.
  • Provide marketing and outreach services to develop and maintain an employer and non-profit agency base for student placement; establish and maintain contact with employers and other agencies in promotion of services and enhancement of employment opportunities; explain and assist organizations with selecting career development, training and employment placement services.
  • Plan, develop, implement and promote job fairs, workshops, meetings and other special events in support of employment placement and recruitment; recruit and coordinate employers, and other representatives for job fair participation; arrange for guest speakers; research and obtain event funding; reserve and set up facilities and services for events.
  • Research and evaluate local and regional labor market data and information to identify trends in employment and career opportunities; conduct labor market, student and employer surveys as required; advise administrators and faculty concerning labor market trends; monitor, evaluate and provide recommendations concerning the effectiveness of employment services and systems.
  • Research, secure and implement internal and external funding frown grants and other fund-raising activities in support of CalWORKs/TANF/GAIN programs and services.
  • Perform other duties and assume other responsibilities as assigned.

  • Ability to work with interruptions, frequent deadlines, and multiple assignments.
  • Ability to effectively interact with persons of diverse socioeconomic and ethnic backgrounds.

  • Ability to interpret, apply and explain laws, codes, regulations, policies, and procedures.
  • Ability to plan and organize work.
  • Ability to prepare comprehensive narrative and statistical reports.
  • Knowledge of the mission of the California Community Colleges.
  • Knowledge of Title V regulations and applicable sections of the California Education Code.
  • Knowledge of federal and state laws as they pertain to working with in CalWORKs/TANF/GAIN programs students within an educational setting.
  • Knowledge of principles of supervision, training and practices of office management.
  • Knowledge of accounting, budgeting and fiscal reporting.

SALARY AND BENEFITS

The current salary range is $146,604 - $172,140 annually. The selected candidate will be placed on the salary schedule for that class based on a number of factors including but not limited to: education, scope and breadth of experience and responsibilities, skills, competencies and accomplishments in accordance with LACCD Board Rule 10509. An additional, doctoral stipend of $6,084 per academic year is available for applicants possessing a doctorate degree from an accredited institution. Benefits include medical, dental, vision for employees and eligible dependents, term life insurance, and State Teachers Retirement System program.
