This is a professional position within the Office of Maternal, Child, and Family Health (OMCFH) HealthCheck Program. HealthCheck is West Virginia’s implementation of Medicaid’s pediatric prevention program, also known as Early Periodic Screening, Diagnostic, and Treatment (EPSDT) services, serving children from birth through 20 years of age. HealthCheck Program Specialists provide administrative and technical support to Medicaid providers who deliver EPSDT services within an assigned region of the state.
The Health and Human Resources Specialist (Program Specialist) is responsible for visiting all HealthCheck primary care provider sites in their designated region, equipping providers with the tools, knowledge, and guidance necessary to deliver EPSDT services in alignment with established medical standards. Duties include training new provider staff on all relevant aspects of the program, offering ongoing technical assistance, and promoting the medical home model to support comprehensive, coordinated care. The incumbent will also assist in educating Medicaid members and providers about policy updates, Medicaid program changes, and the importance of preventive health services. Additionally, they will support the Governor’s Kids First Initiative by providing technical assistance to local school personnel on EPSDT services. This position requires collaboration with other public health agencies, community organizations, and service providers within the assigned region, which includes Brooke, Hancock, Ohio, Marshall, Tyler, and Wetzel counties. Extensive travel is required, and a state vehicle may be assigned for work-related travel. Other duties may be assigned as needed.

Training: Bachelor's degree from a regionally accredited college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience.
OR
Master's degree in social work from a regionally accredited social work program from a regionally accredited college or university.
Note: Appointment above the entry rate may be made at 5% for each six (6) months of successfully completed work as an intern in a practicum placement with the Department of Health and Human Resources for the Master of Social Work degree.
Special Requirement for the Commission for the Deaf and Hard of Hearing:
Training: Bachelor's degree from a regionally accredited college or university in Interpreting/ASL Linguistics.
OR
Experience: Seven (7) years of full-time or equivalent part-time paid or volunteer interpreting experience on an ongoing basis in educational, legal, medical, vocational and other settings for Deaf, Hard of Hearing or Deaf Blind.
Certification:
Approved Substitution: One (1) year of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
