Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.

The Clyde Capital Programmes (CCP) comprise new build facilities and refurbishments to support current and future operations on His Majesty’s Naval Base (HMNB) Clyde. This includes Government Major Programmes & Projects. This is an exciting time to join the team, the delivery environment is both challenging and rewarding.

The Requirements Officer supports the Senior Requirements Manager to capture, challenge and verify requirements across the programmes. You will support in the development of requirements, identifying options, analyse and down select options and developing the preferred option ensuring that they are compliant with Navy Command process. You will develop and maintain key documentation and record decisions as per the requirements process in line with Integrated Programme Management Office expectations.

You will support the development of business cases to ensure approval of funding across Clyde Capital Programmes.

As part of the Assurance Team you will engage with stakeholders to ensure that projects are tracking to agreed milestones and provide support to resolving issues which may delay funding approval.

You will support the Clyde Capital Programmes Integrated Programme Management Office (IPMO) as it develops and matures to support the Programmes that will transform His Majesty’s Naval Base Clyde.

This position is advertised at 37 hours per week.

Job description

Requirements

  • Support the development of the Clyde Capital Programmes requirements from the agreed Statement of Need.
  • Engage with key stakeholders and Subject Matter Experts to review, assess and gain support for the development of requirements, development of options and the preparation and approval of the User Requirement Document.
  • Ensure that all meeting outputs are captured, reviewed and recorded to develop requirements, options development and agreed User Requirements Document.
  • Support the development of the requirements process and provide input to reporting systems.
  • Ensure that all requirements information is presented within each business case and that all requirements’ documents is available to support each business case submission through the project life cycle. 

Leadership and Management

  • Commitment to the Clyde Capital Programmes, Integrated Programme Management Office outputs, improvement and ways of working ensuring that work priorities are identified to support objectives.
  • Undertake all mandatory and role specific training.

Stakeholder engagement and management

  • Engage with key stakeholders and develop strong working relations to ensure the development and agreement of requirements.
  • Work proactively with the Integrated Programme Management Office and stakeholders to ensure that requirements and options meet MOD and Navy compliance.
  • Support the Senior Requirements by recording engagement with stakeholders to understand issues and impact, coordination for completion of project documentation and ensure that requirements are aligned to intended project outputs and benefits.
  • Support regular stakeholder engagement meetings and support cross departmental meetings ensuring that communication and outputs are understood and shared when needed.

Support to Assurance team and wider IPMO

  • Support Line Manager and wider Assurance Team to address issues and recommend actions to resolve issues.
  • Reporting on requirements to support overall outputs for the assurance function.
  • Provide input to team meetings.
  • Ad hoc tasking to support Integrated Programme Management Office outputs.

Information Management and Governance

  • Communicate, record and monitor progress against key milestone actions reporting progress into governance processes / meetings.
  • Monitor and record Key Stakeholder (KSH) engagement in accordance with the requirements process.
  • Monitor the development of requirements performance management and provide support to enable analysis activities such as Learning from Experience and capturing feedback from stakeholders.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
