Program Summary

This is an UNPAID internship through the DoD SkillBridge Program for transitioning active-duty US military personnel. DoD SkillBridge Internships are available to help transitioning active-duty military personnel gain real-world experience in the work force sometime during their final 180 days of active-duty service. The intern will actively train on meaningful projects and work closely with a mentor and with senior company leadership. HII Mission Technologies Internship programs are focused on placing transitioning military into internships that require KSAs, Education & Military Training similar to their current or previous military jobs; positions that could easily transition over to a full-time regular and permanent job with HII.

Objective

The SkillBridge intern will train as a Program Manager within the HII Mission Technologies, reporting to a designated Mission Technologies Program Manager, with the primary goal of learning program management principles, technologies, and core operational functions, as well as the roles and responsibilities of standing up and transitioning in a global program environment. A secondary goal is to achieve a cross-organizational understanding of how industry works. The intern will be assigned special projects as needed.

Desired End State (3-4 month target)

At the end of four months, the intern will be able to describe core functions of program management, have a basic knowledge of software technologies, government contracting procedures, managing program operations to ensure production schedules are met, system resources are utilized efficiently and effectively, and proper relationships are established between customers

  • The intern will cost gain a functional understanding of schedule, performance, and risk identification / mitigation on initiatives including but not limited to systems, tools, equipment, software, facilities and other activities
  • The intern will be oriented to profit and loss of a large complex program 
  • The intern will be trained on all phases of programs from inception through completion.
  • The intern will support a program contained at one primary geographic location however covering remote locations and multiple business functions and employees directly assigned to program
  • The intern will be trained on processes to track cost, schedule and technical performance of company programs
  • HII Mission Technologies will benefit from the military and experiential background of the SkillBridge intern and considers the SkillBridge internship an overall positive experience. 

Assumptions/Restrictions

  • SkillBridge interns are not authorized to represent HII to DoD or Government customers while participating in the DoD SkillBridge Program Internship. Interns can participate and train behind the scenes as long as they are not interacting with customers.
  • If candidate is selected and approved, SkillBridge Intern can be present to work with the Mission Operations Lead working remotely.

Program of Instruction

Training Locations: Remote (Virtual) (primary); and/or Fairfax, VA

Training Plan 

Phase 1 - Basics 

  • Week 1: In processing, Introductions/office familiarization
  • Week 2: Intro to Program Management, Operations, Annual Operating Plans, and business development
  • Week 3: Intro to primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance
  • Week 4: Intro to program milestones and monitoring adherence to master plans and schedules, identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Week 5: Intro to work of employees including management level assigned to the program from technical, manufacturing and administrative areas

Phase 2 – Program Management 

  • Week 6: Project Management Institute resources, research, and PMBOK training for PMP certification exam
  • Week 7: Review of HII Mission Technologies portfolio - C5 intelligence, surveillance and reconnaissance (C5ISR), and cyber; secure enterprise IT engineering and operations; military training and simulation; logistics management and integrated product support; and fleet maintenance, modernization, repair and sustainment.
  • Week 8: Coordinate resolutions to production-related problems
  • Week 9: Managing required manpower support levels throughout the period of performance of the task order

Phase 3 – Federal Contracting

  • Week 10: HII Mission Technologies existing FEDSIM, IAC MAC contract vehicles, available ceilings for additional revenue generation, and how DoD customers use these pathways to pay for services and products 
  • Week 11: How Operations conducts contract onboarding activities with all company support elements
  • Week 12: Standardization practices across various business groups, process options to suit specific needs, and preventing project failures
  • Week 13: Review of previous 12 weeks and conclusion of internship

Additional Goals

  • Introduction to an C5 Intelligence, Surveillance, Reconnaissance (C5ISR) program support for military operations 

Minimum Qualifications

Active-Duty Military ONLY within final 180 days of active-duty service. Applications accepted for transitioning military within their final 12 months of active-duty service. Education and Experience dependent on Program of Instruction.

  • Transitioning US military service member with program/project experience and technical background
  • Commitment to learning HII standards and skills in Program and Project Management
  • TS/SCI Security Clearance required

Preferred Requirements

  • Bachelor's degree with 10 years of Project/Program Management experience within DOD C5ISR Operations.
  • Extensive network with relationships across multiple echelons, particularly in the SOF, Joint/Interagency and IC.
  • Extensive experience managing the acquisition process for Federal Contractors, including a comprehensive understanding of the Budgetary and Bid process.
