GENERAL STATEMENT OF JOB

Under limited supervision, manages and directs the expenditure of a multi-million-dollar budget in accordance with all State laws governing procurement, while attempting to maximize cost effectiveness. Directs and manages the overall operations of the procurement department and provides assistance to all District personnel regarding procurement laws, statutes and procedures. Serve as an advisor to the Administration concerning Procurement law and related requirements. Supervises professional, managerial, and clerical personnel. Report to Chief Financial Officer.

SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS

Supervises the operation of procurement services, warehouse services, and print shop services.

Assigns workloads and establishes work schedules; directs and supervises duties of assigned professional, managerial and clerical staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending and approving employee transfers, promotions, discipline and discharge.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.

Processes purchase requisitions for procurement, warehouse and print shop; secures quotations and bids; and approves purchase orders in an economical manner in accordance with District’s procurement code.

Establishes standard specifications for supplies, equipment, and materials.

Corresponds and confers with vendors, suppliers, and District personnel regarding school and departmental purchases.

Manage the daily activities of the Warehouse and Print Shop operations. This involves overseeing the receipt of purchased material/equipment, inventory control and the storage of material/equipment, shipping of supplies to schools and other locations.

Review the Procurement Code and Regulations and conduct training classes with District personnel to assist in obtaining desired products and services.

Maintains and updates District policies and standards of procurement; recommends changes as appropriate.

Maintains inventory records; ensures the proper preparation of reports and documents requested by management and Superintendent.

Responds to customer problems and concerns and maintains open communication with principals, administrators, parents and other District personnel.

Work closely with the business community to notify them of potential opportunities with the District.

Oversees the District’s Procurement Card Program.

Facilitates program of surplus removal and disposal in compliance with District and State regulations.

Oversees the Small Women Minority Business Enterprise Program.

Manages the Tyler Munis Procurement Module as it applies to all schools and locations.

Performs computer data entry to record and retrieve financial information and to prepare reports, spreadsheets and correspondence.

Receives, reviews, prepares and/or submits various records and reports including production reports, sole source reports, specifications, vendor literature, financial statements and reports, budget reports and documents, job applications, performance appraisals, purchase orders, change orders, determinations, vendor contracts, annual and quarterly reports, meeting agenda items, memos, correspondence, etc.

Interacts and communicates with various groups and individuals such as immediate supervisor, subordinates, Superintendent, other District administrators and staff, Board members, attorneys, CPAs consultants, state a federal agencies, vendors and the general public.

MINIMUM TRAINING AND EXPERIENCE

Requires a bachelor’s degree in business, accounting or public finance supplemented by three to five years in public finance administration, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machines and equipment including a computer, calculator, telephone, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time.

Must be able to lift and/or carry weights of five to ten pounds.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; to deal with several abstract and concrete variables. Must have the ability to comprehend and interpret received information.

Must be able to communicate effectively and efficiently with persons of varying educational backgrounds and in a variety of technical and/or professional languages including governmental accounting, personnel, procurement, contract law, etc.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use accounting mathematics and practical applications of algebra and statistics.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Does not require the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
