This position is located in the Division 5 Office in Durham County. Employee will perform accounts payable functions which involve specialized funds of considerable size and complexity. Work is performed under the general supervision of the Deputy Division Engineer and is reviewed for conformance to state and departmental policies and procedures through conference, records, and reports. The accounts and records maintained by the Program Coordinator III are subject to periodic review by the State Auditors and the Budget Division. This position assists the Business Officer in the maintenance and reconciliation of the fixed assets and physical inventory. Employee in this position will need general knowledge of the purchasing process as well as Microsoft Windows, Word, Excel, and SAP software. Employee in this position acts as Division backup SAP/EBS Coordinator and Security Coordinator. Employee will be responsible for the P-Card program which will require training of new card holders, distributing information, processing/scanning invoices, and reconciling P-card statements. Employee will assist Business Officer in training new staff with the SAP/ARIBA process for inventory transactions, requisitions and invoice processing. Employee will prepare requisitions to order supplies, furniture, etc. both from the outside vendor and from the Depot, complete the goods receipt or service entry sheet, and process all payments. Maintain and order a supply of office materials and other needed materials and services for the division office. Enter monthly motor fleet mileage logs; create and maintain spread sheet on cost. Audit telephone bills for any erroneous charges; create and maintain spreadsheets on monthly cost. Manage mobile communication devices (cell phones, tablets, MiFi, etc.) and associated service plan(s) for the Division, including new service requests, changes to service plans, disconnects/reassignments or username changes for devices, and verification and processing of invoices. Audit request for emergency meals to ensure employees are eligible for meal money following NCDOT Guidelines; process requests and auditing all paperwork before filing. Process shoe truck, fire extinguisher, first aid, audiometric, lead test and other yearly contract invoices. Approve and transmit expense vouchers for payment. Interpret policy and law. Provide technical information both orally and in written form to answer questions and provide information and guidance. Successful applicants must be able to communicate both verbally and in written form. Accounts payable experience is beneficial. General knowledge of the proper management of fixed assets and proper inventory control procedures is also beneficial. Applicant should have the ability to prepare standard financial statements and reports. The applicant should have the ability to identify and correct routine and recurring financial problems, referring more complex problems to a higher level. The applicant should have the ability to verify accounting documents and forms for accuracy and completeness. The applicant should have the ability to present financial information clearly and concisely in oral and written form. Knowledge of basic mathematical computation is needed.

Knowledge, Skills and Abilities / Competencies

  • Extensive knowledge of Microsoft Excel and Word
  • Experience compiling clear, concise and detailed reports and communicating effectively, both oral and written
  • Demonstrated ability completing job duties independently and working well in a team environment

Bachelor's degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment; or an equivalent combination of training and experience.
