SUMMARY

Manages Process Safety risks analysis programs to ensure processes are constructed, modified and maintained in a manner that is safe, in compliance with regulatory requirements meets the standard of "Recognized and Generally Accepted Good Engineering Practice" (RAGAGEP) as well as other industry practices. Instructs site personnel in hazard identification and risk reduction techniques. Performs specialized Risk Analysis as required. Advises site personnel and management on Process Safety issues.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Serve as the lead for the Westlake-Longview plant’s Process Safety Management (PSM) program.
  • Work with Region 1 and corporate HSE to develop and implement goals, standards, policies, and expectations regarding the company’s PSM program.
  • Work with Region 1 and corporate HSE to coordinate compliance evaluations and necessary follow-ups and improvements
  • Work with plant personnel to implement Region 1 and Corporate-wide standards of performance relative to PSM.
  • Implements, trains and administers a tracking system for PHA/MOC action items.
  • Maintains and assists with execution of the Site 5 year cyclic PHA schedule.
  • Understand, participate in, and periodically review the plant’s Process Hazard Review (PHA) program and provide guidance and recommendations for improvement.
  • Understand and periodically review the plant’s Management of Change (MOC) program and provide guidance and recommendations for improvement.
  • Understand and periodically review the plant’s Incident Investigation program and provide guidance and recommendations for improvement.
  • Serve as the plant expert on PSM regulations and related issues.
  • Analyze plant data to discover trends in PSM program performance.
  • Perform additional duties as assigned.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • B.S. degree in Chemical Engineering or similar technical degree with at least 8 years of relevant PSM/Environmental experience, preferably in a chemical/petrochemical/refinery environment.

PHYSICAL DEMANDS

This job is performed mainly in a control room or office setting. Physical presence and predictable attendance required. While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, climb, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 15 pounds, and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. This job requires response to audible emergency alarms inside of the plant. Employee must be able to evacuate when required.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
