Job Requirements:

The Reconnaissance Mission Systems Business is seeking a Program Operations Lead with proven ability to drive process improvements, establish Earned Value methodolgy, and create strong partnerships with program managers and key functional stakeholders. Position requires subject matter expertise in EVMS, program planning, scheduling, key and PM CAM training creation and execution. Responsible for improving upon existing or establishing new processes and systems utilizing innovative and unique solutions and drawing upon best practices based on expertise. Communicates across the organization to influence leadership to accept new practices, approaches, and concepts. The ideal candidate demonstrates strong leadership skills and ability to interact with all levels of the organization.

Essential Responsibilities:

  • Assist with the setup & creation of EV Lite adoption across RCG contracts to meet internal L3Harris policies / procedures
  • Setting up cost control system; monitors and controls costs and schedules on contracts requiring validated cost schedule control system
  • Support external customer deliverables
  • Provide coaching and subject matter expertise to Program Directors, Program Managers, Control Account Managers (CAM) and Project Leads
  • Responsible for implementation of EV best practices across multi-disciplined, cross functional team
  • Performing analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
  • Ensure alignment of Program Excellence strategy, processes, and tools across the sector
  • Interface cross functionally with Program Managers, Schedulers, Program Finance, and other key stakeholders
  • Incorporating contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines
  • Provide leadership and mentorship to finance professionals
  • Responsible for Cobra system setup and maintenance
  • Host Earned value trainings within RCG division
  • Interface with all levels of the organization

Minimum Qualifications:

  • Bachelors degree in related field with six (6) years of relevant experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Must have the ability to obtain and maintain a DoD security clearance which requires U.S. citizenship
  • Proficient in Earned Value Management (EVM) practices, Project Planning/Coordination and Scheduling
  • Must have previous Program Controls experience
  • Demonstrated analytical and problem-solving capabilities

This position requires the ability to obtain and maintain a DoD security clearance which requires U.S. citizenship.

Preferred Skills:

  • Demonstrated ability to partner with PMs and functional leaders
  • Experience with Cobra
  • Experience with EVMS
  • Ability to work in a fast pace and challenging environment
  • Prior proven leadership experience
  • Experience being a change agent
