Responsibilities

Serve as a Principal Infrastructure Analyst for the Global Communications Mission Program (GCMP), Emergency Communications Network (ECN) Database Department located at the Remote Sensing Laboratory, Nellis (RSLN) on Nellis Air Force Base in Nevada.

Key Responsibilities

  • Provide support with the installation, operation, builds and maintenance of the Network Infrastructure Equipment, Software, Hardware, Video Teleconference, Audio Visual and NextGeneration Kits.
  • Provide Tier I/II support to Data Center environments including site recoverability of the primary data center.
  • Assume ownership of complete lifecycle of infrastructure systems including but not restricted to input to assessment of design, builds, post installation support, and deployments.
  • Learn and comply with validation requirements, standard-operating procedures (SOP), and change control maintenance for product life cycle.
  • Document adjustments made to hardware and software as well as provide documentation for new systems as needed.
  • Maintain system performance to industry standards.
  • Generates/Reviews Engineering Change Requests (ECR) for acquisitions and integration of network related equipment and software.
  • Responsible for supporting ECN programs and projects.
  • Learn technical procedures for data collection and measurement.
  • Travel as part of an installation or restoration team when directed and participate as a deployed member of the National Emergency Response Groups when required.
  • Support National Emergency Response group’s emergency response drills, exercises and real-world events through on-call availability and travel via commercial and military aircraft when required.
  • Reviews and prepares procedures, documentation, and activity reports.
  • Promote project management best practices and continuous improvement.
  • Work with specific task direction and supervision from ECN Senior technical staff and management.
  • Provide Tier III support to Data Center environments including site recoverability of the primary data center.
  • Participate in the project management lifecycle for development and designs of complex network-centric solutions to meet mission demands for the Emergency Communications Network (ECN) Program at the Remote Sensing Laboratory – Nellis.
  • Lead the integration and planning of network-centric hardware/software additions, modifications, and recovery; to include budgeting, schedules, proposals, and monitors progress.
  • Develop technical procedures for data collection and measurement.
  • Set guidelines and service levels for network performance and capacity and reviews and directs monitoring activities.
  • Work independently and prioritize work schedule for that department.
  • Mentor other team members and assists management with their training plans and skills assessments/matrix.
  • May ensure appropriate training, tools, hardware, and software are available.
  • May participate in management meetings to help define goals/strategies and to resolve problems.
  • May establish working relationships with client and vendor organizations.
  • May represent the company when in contact with client, outside businesses, and governmental and military agencies.
  • Perform other duties assigned by Management.

Qualifications

  • Bachelor’s degree in a computer related field or equivalent training and experience with at least 8 years of related experience.
  • Desired working knowledge of: Red Hat Enterprise Linux, HPE server infrastructure, VMWare ESXI, Microsoft Configuration Manager, Microsoft ADFS, SQL Administration, SecureID- RSA, Tenable Security Center, Tenable Nessus, Symantec DLP
  • Experience in communication or related disciple in telephony or communications.
  • Microsoft Windows to include system architecture, configuration, file system structures and system management techniques.
  • Must have working technical knowledge of Microsoft Windows environment including Microsoft Exchange Server, Microsoft Active Directory, Windows 2016-2021 Server, Windows 10 and Microsoft Office Suite.
  • Perform within change control and ticketing system environment.
  • Working knowledge of data entry, computerized maintenance management systems, call center or network operations center, or IT service management systems.
  • Must possess excellent oral and written communication skills with proficiency in composition, proofreading, grammar, spelling and punctuation.
  • Participation in after-hours support pool. Requirements include evening and weekend availability.
  • Candidate must be a team player with good customer service skills and the ability to work flexible hours if required.
  • Desired working knowledge of: Microsoft Certificate Authority, Big-IP F5, Proofpoint Email Protection, Cloudian, Nutanix, Splunk.
  • Bonus working knowledge of: Forescout, Crowdstrike, BMC Footprints, Carbon Black, Cohesity, SecureID- RSA, Microsoft Certificate Authority, Verasec:CMS, Cisco Meeting Server, Cisco TelePresence Management Suite, Juvare WebEOC, Wasp Asset Manager, Ivanti Security Controls.
  • Basic understanding of satellite communications and teleport operations.
  • Advanced knowledge of technical principles, theories, standards, practices and procedures. 
  • Takes ownership of technical problems and sees them through to resolution, using an advanced knowledge level of established standards, practices and procedures.
  • Disaster Recovery and Backup technologies. Candidate will demonstrate knowledge of each.
  • The candidate should demonstrate a successful project management capability.
  • Ensure to exhibit strong end-to-end troubleshooting skills for system, network or application.
  • Responsible for strategic vision and purpose of IT systems according to the organizations goals, objectives, and needs.
  • Desired knowledge of the Emergency Communications Network (ECN) and RSL mission.
  • The primary work location will be based at the Remote Sensing Laboratory at Nellis Air Force Base, Las Vegas, NV (RSL-N).
  • Work schedule for this position will either be 4/10’s, 9/80, or 5/8’s (per management discretion). Must be willing to perform on-call duty and ensure availability to work non-standard hours.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is $113,276.80 - $172,744.00.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
