Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Responsibilities

Serve as a Sr. Infrastructure Analyst (Network Engineer) for the Global Communications Department Emergency Communications Network (ECN) within the Global Mission Communication Program Division (GMCPD). This position is located at the Remote Sensing Laboratory - Nellis AFB, Las Vegas, NV.

Key Responsibilities

  • The Infrastructure Analyst (Network Engineer)is responsible for supporting ECN programs and projects and will also manage and assist with the installation operation, and maintenance of the network infrastructure equipment including CISCO routers, switches and will assist with writing technical proposals, procedures and preparing network design documentation.
  • Provide Network and System diagnostics, troubleshooting, reconfiguration, service restoration and tracking as required.
  • Support national emergency response groups’ emergency response drills, exercises, and real-world events through on-call availability and travel via commercial and military aircraft when required.
  • Contribute in a team environment to evaluate new technologies provide technical troubleshooting support, and provide recommendations for the direction of future LAN/WAN Client Server environments.
  • Travel as part of an installation or restoration team when directed and participate as a deployed member of the National Emergency Response Groups when required.
  • Promote project management best practices and continuous improvement.
  • Assist day-to-day operations and troubleshooting techniques for satellite systems.
  • Assist network, data, cyber, and NOC technical personnel.
  • Repair and maintain communication systems, and encryptions for satellite systems.
  • Work as a hub to provide support to ECN Nodes or Site.
  • Perform preventive maintenance inspections and participate in assessments on all equipment, to include in field, remote sites CONUS/OCONUS.
  • Perform related work as assigned by supervisor. 

Qualifications

  • Bachelor’s degree in a computer related field or equivalent training and experience with at least 5 years of related experience.
  • Advanced knowledge of technical principles, theories, standards, practices and procedures. 
  • Experience in communications or related discipline in Telephony or Communications Networks in addition to the formal certifications. 
  • Desired working knowledge of Standardized Network Design, Type 1 Encryption, Microsoft Active Directory, Network Security, QOS Theory and Implementation, Telephone switching, Fiber Optic Transmission systems. Routing and Switching products from a formal training institution or relevant experience.
  • Microsoft Windows to include system architecture, configuration, file system structures and system management techniques.
  • Must have working technical knowledge of Microsoft Windows environments including Microsoft Exchange Server, Microsoft Active Directory, Windows 2008 - 2016 Server, Windows 7, Windows 10 and Microsoft Office Suite.
  • Working knowledge of LAN/WAN infrastructure to include fast Carrier Ether01net and TCP/IP. Desired knowledge of the Emergency Communications Network (ECN) and RSL mission.
  • Basic understanding of Satellite Communications and Teleport Operations.
  • Basic understanding of LTE EPC and Cell Base Station operation.
  • Basic understanding of mobile satellite and hardware kits.
  • Basic understanding of Ground Multi-Band Terminal, as well as other radio and LOS equipment.
  • Program/troubleshooting of satellite modems, TSSP interface, and multiplexers, up/down converters, HPA, LNA, and other SATCOM equipment as well as antenna assembly equipment.
  • Primary work location will be at the Remote Sensing Laboratory - Nellis AFB, Las Vegas, NV.
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • May be requested to perform on call work and must be able to work nonstandard hours when required.
  • Personnel may be requested by leadership to work in excess of 40 hours per week due to projects, activities, and emergences; critical operational demands may occasionally require off-shift work.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $92,892.80 - $139,339.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
