What is the opportunity?

This role resides within Regulatory Strategy & Delivery (RS&D)’s Regulatory Control Design and Monitoring Team (Team) in Personal & Commercial Banking (P&CB). The role is responsible designing, delivering and implementing a comprehensive suite of horizontal controls to mitigate Regulatory risks (e.g. SOX & Financial Risk Reporting, Cost of Borrowing, AML and Privacy) in partnership with multiple stakeholders across all Canadian Banking lines of business to ensure a consolidated voice of Regulatory insights. The position will also be accountable for developing a robust regulatory risk monitoring framework for the related horizontal controls that will provide Canadian Banking lines of business with a view of the effectiveness of key controls to identify existing, new and/ or emerging Regulatory risks. The Team’s primary goal is to ensure, through the on-going monitoring of Regulatory risk and control information, RS&D is positioned to provide Regulatory Risk insights including identifying opportunities to mitigate current and emerging regulatory risk. This dynamic position provides opportunities for working across Canadian Banking and with other functional partners, including but not limited to Finance, SOX Office, T&O, Compliance, Internal and External Audit, etc.

What will you do?

  • Partner with RS&D SMT/ Regulatory Champions and Canadian Banking line of business leaders to identify key regulatory risks requiring new key controls
  • Prioritize, design, and deliver solutions to mitigate horizontal risk exposures
  • Horizontal control design solutions to support existing control redesign and enhancements for regulatory risk that exists across Canadian Banking lines of businesses
  • Transparent aggregation and reporting of Canadian Banking Regulatory Risk (for in-scope regulations) across all lines of business
  • Partner with IT to provide detailed business requirements to design new and/ or enhance existing automated controls
  • Engage with the Business Risk Monitoring & Solutions team and the Regulatory Champions to ensure key controls are supplemented with monitoring and testing routines
  • Lead work effort with the lines of business to identify critical regulatory data elements to inform the control design and monitoring
  • Control analysis, design and implementation for assigned Regulatory Program (e.g. SOX & Financial Risk Reporting, Cost of Borrowing, AML and Privacy)
  • Drive effectiveness and efficiency with the integration of data and automated controls
  • Work with the lines of business and Operations partners to embed controls in procedures as required
  • Collaborate with the lines of business to ensure all new key controls are documented in the Enterprise Repository for Internal Controls (ERIC)
  • Evaluate the design and operating effectiveness of control processes to ensure compliance with regulatory guidance and expectations
  • Ensure a regulatory risk monitoring framework is deployed across Canadian Banking lines of business for in-scope regulations.
  • Enable value added business process re-engineering through proactive monitoring covering controls, data, and overall policy compliance
  • Support definition, implementation and continuous improvement of an enhanced operating model for independent risk and control activities which meets P&CB regulatory expectations and requirements as well as enterprise standards
  • Support development of frameworks and standards to independently monitor and evaluate risks and controls
  • Enable roll out, maintenance and continuous improvement of Technology and tools to support risk and control initiatives
  • Support creation and management of risk assessment and control evaluation and metrics
  • Provide holistic review and challenge of processes and risk and control identification
  • Exhibit high attention to details in identifying, aggregating, and communicating issues and control gaps to stakeholders
  • Contribute to the articulation of results/ conclusions/ memos of control monitoring activities and communicate to key stakeholders across P&CB
  • Create and memorialize detailed control testing documentation and review commentary
  • Assist with the validation and closure of control issues as identified through testing conducted by BRMS, Compliance, Internal and External Audit and external regulatory bodies
  • Contribute to the development of senior management / Board briefing packages, Regulator updates, as well as support RS&D Regulatory Champions prepare for sessions with Senior Executives

What do you need to succeed?

Must have:

  • 5+ years’ experience in a data-driven environment with a strong understanding of data issues, data management and data governance principles
  • Strong business acumen and stakeholder management skills to understand business requirements
  • Experience troubleshooting data and processes to answer specific business questions and identify opportunities for improvement
  • Experience designing processes to support data transformation, data structures, metadata, dependency and workload management
  • Extremely strong analytic skills related to working with unstructured and sub-optimized datasets
  • Strong management and organizational skills
  • Experience supporting and working with cross-functional teams in a dynamic environment
  • Strong communication and presentation skills, with the ability to summarize and playback analysis, tailor content for different audiences (technical and non-technical) to drive to impact and help make data-driven decisions

Nice-to-have:

  • Thorough operational knowledge of SOX Control Design and Monitoring requirements
  • Personal & Commercial data domain experience is preferred
  • Regulatory data domain experience is preferred
  • Graduate degree demonstrating the ability to research, learn and problem solve
  • Experience in agile development and design thinking methodologies
  • Superior MS Excel and PowerPoint skills
