1. GENERAL INFORMATION

a. Organizational Position: Program Administrator

b. Appointed by: THI Regional Director

c. Accountability:

Direct: THI Regional Director

2. PRIMARY FUNCTIONS

a. Provides program oversight for achievement of program goals/objectives, human resources management, procurement of medical supplies/ pharmaceuticals, and financial management.

b. Maintains positive working relationships with Minister of Health, Secretary of Health, and 177 HCP Advisory Council

c. Identifies opportunities and new programs to improve the delivery of primary care to the 177 beneficiaries in Majuro, Ebeye, and the outer island atolls.

d. Maintains an electronic accounting system to record, track, and monitor expenses issued in Majuro against the Program’s budget. Coordinates work with THI Corporate Office and Trinity Health Accounting Staff.

3. MAJOR RESPONSIBILITIES

a. Develops, monitors, and reports on the achievement of 177 HCP program goals, objectives, and budget.

b. Manages 177 HCP contract and Trinity Health International staff.

c. Prepares program budget modifications based upon anticipated changes of funding, program services, and anticipated costs.

d. Maintains close working relationships with 177 HCP atoll leadership and the Ministry of Health to develop new programs, seek additional funding sources, and intervene with identified problems.

e. Monitors the achievement of the goals and objectives of the Primary Care Initiative. Maintains communication and follow-up with the designated representative for the B.P. Koirola Institute in Dharan, Nepal who has been contracted to provide physicians for the 177 outer island dispensaries.

f. Establishes and monitors a system to inventory and procure medical supplies and pharmaceuticals needed for the operations of the 177 HCP’s Majuro Clinic and four outer island dispensaries.

g. Serves as the spokesperson in Majuro to communicate information on changes in the program benefits and services to 177 HCP beneficiaries and to promote positive public relations of the 177 HCP and Trinity Health International.

h. Maintains frequent and close contact with Trinity Health International’s Corporate staff to communicate program accomplishments, challenges, problems, and to collaboratively creatively problem solve.

i. Maintains accurate and timely records of payments issued for program expenses from Majuro. Submits electronic records of payments to Trinity Health Accounting staff.

j. Closely monitors financial performance against 177 HCP budget parameters.

5. DESIRED QUALIFICATIONS AND EXPERIENCE

  • Bachelors degree in finance, business, health administration, public health, or related field. Masters degree preferred.
  • At least five (5) years health care experience, with at least two years as a health care accountant, director of finance, program manager or comparable position.
  • Experience managing staff
  • International / developing country experience
  • Data base management, financial accounting software, Microsoft Word, and Excel proficiency
  • Professionalism, diplomacy, cultural sensitivity, and flexibility to manage challenging patient, staff, and key stakeholder situations and expectations.

o Ability to concurrently manage several tasks in a challenging political environment.

o Ability to motivate and develop skills in staff

o Proven track record of achieving program objectives and quality patient care within tight budget constraints.
