For our commercial affiliate in Israel we are looking for a

Head of Finance and Operations (m/f/x)

The role is based in Israel.

Position Purpose:

  • The Head of Finance & operations Israel is responsible for i) Business Partnership (BP) including market access support and Financial Expert Services (ES) according to CSL Finance Operating model.
  • The position is accountable for ensuring integrity of a) all financial transaction and financial aspects of the business contracts, b) implementation of center-led financial contractual conditions and c) adherence to the internal approval process as well as generation and retention of all documentation relevant to the above and required by external and internal regulations.
  • He/ she oversights the Payroll process (BO)
  • He/ she is member of the Local Management Team as well as of the local Compliance Committee.

Main Responsibilities and Accountabilities:

  • Collaborate with the Accounting Operations (AO) shared service center for the accurate presentation of financial information according to CSL Group Finance requirements and the local regulations.
  • Monitors month end closing activities in compliance with AIFRS Gaap’s - in coordination with the AO team.
  • Work vis a vis the Israeli authorities VAT, TAX etc.. To assure compliance: Ensures appropriate tax and financial reporting are filed in compliance with local laws and regulations. Monitors the relationship with PWC local tax provider. Co-ordinate with Global Transfer Pricing team to ensure compliance with global and local tax regulations
  • Accountable for local rebate compliance management (Market specific requirement).
  • Liaise with Global and Regional finance teams, provides analysis of Sales, Opex , margins, profitability, as well as project financial analysis, that will facilitate the local management team in driving improved performance and making sensible and informed business decisions. May lead or support development of specific finance-related analytics.
  • Work with the GM and the local management team to build CSL Behring Israel strategies including the evaluation of strategic options and initiatives. Assist with ad hoc analysis/projects and preparation of management presentations
  • Supports the development of the annual budget and strategic plan, and periodic forecasts through close coordination with local management and regional and global finance teams.
  • Supports an environment of internal control that minimizes risks and preserves the branch’s assets and reputation. Develops and maintains local financial policies and procedures ensuring compliance with local laws and regulations as well as CSL Group policies and procedures in close collaboration with business integrity and regional finance. Ensures all procedures and systems are in place to comply with the global and local Israeli Pharmaceutical Code of Ethics and with Israeli Drug legislation. Person in charge of the affiliate for Compliance. Leads the local compliance committee and participates as the finance lead in Local governance structure.
  • Lead the monthly demand review process and be accountable for maintaining the demands in the system.
  • Processing of customer order, price checks and tender awareness. Takes care of customer enquiries.
  • Assess, execute and control A/R and Customer Credit limits and risk analysis. Follow up on collections with third parties as required.
  • Oversights payroll process and coordinates the activity with the payroll provider
  • Ensures productive relationship with external business partners and contractors, and takes care that proper legal agreements in conjunction with outside counsel are in place: internal/external auditors, outside attorneys, banks / financial institutions, office landlord, warehouse landlord, external tax, payroll, accounting, IT, insurance, risk, employee & workplace safety service providers and other financial consultants.
  • Reviews and provides input on new investment proposals, Support GM and commercial with ROI calculations.
  • . Coordinates and/or works with Sourcing Manager to coordinate the purchase of equipment (Capex, Lease) and monitors costs.
  • Manages annual general assembly of the affiliate based on local legal requirements, attends to general assembly. Coordinates all legal advisory services and monitors cost.
  • In the future, has responsibility for oversight and effective management of direct reports, including but not limited to the following:
  • Annual objective setting
  • Mid-year and end of year reviews
  • Coaching and counseling as appropriate
  • Employee development
  • Recruitment, selection and development of talent
  • Managing, directing & measuring work on an ongoing basis. Provide timely constructive feedback to ensure quality of work meets or exceeds company standards

Market access responsibilities:

  • Partner with the GM with Health funds negotiations
  • Support GM with pricing offers and special accesses program vis a vis the reimbursement committee and health funds.
  • Operational management:
  • Manage contractual process with 3rd party providers mainly with refer to “affiliate operations” i.e., lease of office, office infrastructure, cars etc.
  • Responsible for all insurance relevant matters vis a vis the company and provided as needed.

Position Qualifications and Experience Requirements:

  • Minimum Bachelor’s degree in Business Administration, Accounting and/or Finance. A minor or focus in Economics preferred.
  • Master’s degree and/or public accounting certification (CPA) preferred.
  • English and Hebrew fluent in both written and verbal communications.
  • At least 10 years of progressively responsible experience as a leader in a financial discipline, preferably within a global matrix business environment. 
  • Experience of Finance Business partnering with commercial divisions (FP&A)
  • Experience in life science (biotech/pharma) companies and start up would be an advantage
  • Experience working with external auditors required
  • Understand the Israeli regulatory financial environment
