Job Description

The Group Manager for Financial Planning and Analysis (FP&A) Business Areas will report to the Director of the Financial Planning and Analysis Office and will lead a group of Business Area Management teams that support the lab with a variety of financial processes. These processes include but are not limited to rates development and indirect budget management, CAS compliance and CASB Disclosure Statement management, audit support, funds distribution and reporting, authorization for project work start, stoppage, and closeouts, as well as support of major indirect funded organizations such as the facilities directorate, the partnerships and technology transfer directorate, and other operations offices. 

The Group Manager will ensure the Business Area Management teams are well trained, adequately staffed for resiliency, and highly motivated to support the lab with all aspects of proactive and insightful financial support. The Group Manager will be a subject matter expert in the areas of federal cost accounting, rates development and disclosures, and will serve as a key advisor to senior NREL leadership on these matters. This position will work closely with the DOE’s lab oversight offices co-located with NREL in the Golden Field Office (GFO) and will be expected to develop strong working relationships with the GFO’s financial managers, GFO facility managers, and the GFO contracting officers who manage NREL’s prime contract with the Department of Energy. This position will also be expected to work closely with the Group Manager for Research Directorate FP&A to ensure that both groups remain closely coordinated and mutually supportive.

Job duties will include, but are not limited to:

  • Leading and inspiring the team of business area management teams with a vision that supports NREL’s vision of transforming NREL operations so that NREL can transform energy
  • Ensuring policies and procedures are in place where applicable, that they are kept up to date, approved and followed
  • Through effective use of enhanced reporting and systems, making it simpler for NREL indirect-funded organizations to plan and manage their staffing and budgets while also making it simpler for the Department of Energy to see how their funding is deployed
  • Developing the business area managers and their teams to ensure the group is adequately staffed, well trained, and highly motivated to financially support the lab with role redundancy via cross training and no single points of failure
  • Driving and continuing to evolve the lab’s five-year rolling annual rates development process and disclosure and closely coordinating the results with research directorate and operations office business plans
  • Ensuring the multi-year directorate financial outlook is integrated with the development and execution of the Lab’s annual Indirect Rate Cost Proposal submission and indirect budget development and management processes
  • Working closely with other OCFO organizations such as accounting, acquisition services and the business intelligence reporting team to more tightly integrate and streamline lab financial processes and accruals
  • Developing lab-wide financial models to conduct scenario analysis and financial simulations to identify material opportunities and risks in such areas as PTO balances and labor productivity
  • Working closely with NREL’s HR organization to ensure compensation and benefits are accurately forecasted in the development of NREL standard labor rates and rate policy
  • Developing and deploying key performance indicators (KPIs) as part of a broader scorecard for FP&A office performance

Basic Qualifications

Demonstrated success leading finance teams and managing financial planning organizations. Degree in appropriate field.

Additional Required Qualifications

Strong business acumen and financial savvy. Ability to develop and explain financial implications and options. Very strong analytical, communication, and coaching skills required to listen, coach, solve problems, and manage conflicts in dynamic and stressful environments. Strong experience with financial planning and Business Intelligence systems. Ability to mine data from various business systems and ensure that it is informing NREL’s development of labor rates, indirect rates, and indirect budgets. Excellent presentation skills.

Preferred Qualifications

Preferred Qualifications:

Strong leadership ability, people skills and emotional intelligence with requisite financial planning skills and experience. Strong knowledge of federal Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR). Experience with contract negotiations. Experience successfully interacting with external auditors. Strong skills using PowerPoint, Word, Excel, TEAMs, and Power B.I. Experience with functional support, deployment and management of Oracle Hyperion, EPM, and R12 systems.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Group Manager III / Annual Salary Range: $130,600 - $235,100

NREL takes into consideration a candidate’s education, training, and experience, as well as the position's work location, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
