Job Description and Duties

DUTIES:

The California Secretary of State is seeking qualified applicants to fill multiple permanent, full-time Supervising Program Technician III positions in the Business Programs Division. Under the general direction of a Staff Services Manager I (SSM I), Staff Services Manager II (SSM II), and/or the Assistant Division Chief, the incumbent works with a high level of independence and trains, plans, organizes and directs the work of a moderate sized staff through subordinate supervisors or directly with staff as needed; performing the most complex work. Duties encompass the following:

Performance Planning - Plan, organize, and direct the flow of work in the Section, and ensure the Agency’s policies and procedures are adhered to and subordinates receive appropriate training, guidance and motivation. Ensure the priorities and goals of the Section are accomplished and assignments are properly completed.

Operational Review - Review operational statistics and workload issues with the Manager and other Section Supervisors; bring policy problems to management’s attention; assist in the formulation of Section policies; recommend changes in procedures to develop more effective service to the public.

Coordination & Outreach – Interact professionally with the public, via the telephone, mail, email and in person regarding filing documents and/or information requests, difficult questions or general inquiries.

Administrative - Initiate personnel actions – commendations, annual performance appraisals for subordinate supervisors, disciplinary actions if and when necessary; plan and arrange supervisor’s training programs.

Management Support - Represent the Manager as required at Upper Management Staff Meetings; consult with other Division representatives, other agencies, and/or various non-governmental groups such as Committees of the California State Bar, the California Banker’s Association, and service companies; and participate in small business seminars and conferences as needed or required. Perform other duties as required.
