The Associate Network and Security Engineer is responsible for the design, installation, maintenance, and monitoring of all enterprise LAN, WLAN and WAN. The primary duties include network backups, network infrastructure device installation/maintenance and top-level network troubleshooting for the organization.
MINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Bachelor’s degree in healthcare, computer science, business, informatics or related field AND Two (2) years’ experience working in an enterprise-class network implementing and administrating various Cisco and/or other vendor(s) network and security equipment.
OR
2. High School Diploma or equivalent AND Four (4) years’ experience implementing and troubleshooting Local Area Networks (LAN), Wireless Local Area Networks (WLAN) and Wide Area Networks (WAN).
To be completed as established by department: (Administered at Department level)
1. Additional certifications in support of the responsibilities of the position, which will be provided by WVUHS Information Technology
2. Internal employees must meet all mandatory competencies in current position in order to qualify for promotion within IT.
PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Certifications such as Cisco Specialty Certification.
2. Proven track record of managing complex network infrastructure projects from inception to completion. Experience in delegating tasks, managing budgets, and developing technical roadmaps. Demonstrated expertise in providing high-level technical support and guidance to junior team members.

Network Design:
- Performs analysis of network topology maps and provides feedback to Senior Network and Security Engineers.
- Performs advanced configuration of networking equipment.
- Installs data communications networking equipment.
- Collaborates with the Senior Network and Security Engineer on LAN architecture design.
- Maintains, and upgrades existing remote connectivity.
- Consults and coordinates with Installation Team and the Senior Network and Security Engineer on network upgrades/changes.
- Implements routed protocols.
- Installs and configures wireless access points and client devices.
- Follows wireless and mobile device standards that align with short- and long-term strategies.
- Interpret regular wireless RF surveys and recommend changes.
- Assist Senior Network and Security Engineer with QOS configurations/testing and LLDP activation/verification for VOIP applications.
- Assist Senior Network and Security Engineer with the creation and application of access lists, distribution lists, and route maps.
- Liaise with vendors and Telecom personnel for Phone system and VOIP design. May Liaise with network analyst for network servers/services planning, design and configuration.
Network Support:
- Monitors networking equipment logs and alerting systems.
- Manages fiber optic plant.
- Liaise with vendors and Telecom personnel for Phone system and VOIP support.
- Populates and maintains network information databases.
- Configures distribution and access layer network equipment.
- Supports IP address space management.
- Verifies network daily, weekly and monthly tasks.
- Maintains End of Services / End of support lists.
- Supports data communications networking equipment installations.
- Completes basic microcomputer operation and configuration.
- Troubleshoots data communications networks.
- Performs small hand and power tool work.
- Performs network daily, weekly and monthly tasks.
- Assists Network and Security Engineers with configuration issues.
- Assists Network and Security Engineers with all documentation, labeling, and monitor system updates.
Security Design:
- Installs network security hardware such as a Firewall, a DMZ, a reverse proxy, a VPN appliance, etc.
- Thorough understanding of Intrusion Detection and Intrusion Prevention.
- Develops and evaluates security tools. Educates staff on security issues.
- Performs planned updates and changes to security appliances and applications.
- Plans and coordinates scheduled penetration tests and external network audits.
- Implements internal wired/wireless penetration tests.
- Supports Senior Network and Security Engineers with managing external DNS settings and configurations.
Security Support:
- Responds to and implements security/incident/firewall requests.
- Configures VPN and firewall rules and provides accurate documentation.
- Analyzes log and network data collections.
- Research problems and recommend solutions.
- Maintains an awareness of vendor security resources (patches).
- Responds to reported machine compromises.
- Manages security monitoring systems.
- Performs security daily, weekly and monthly tasks.
Troubleshooting:
- Uses basic network diagnostic tools (ping, traceroute, etc.).
- Performs diagnostics on edge network equipment using various testing equipment in identifying and solving problems.
- Research problems and recommend solutions.
- Uses ticketing systems to document and respond to user issues in a timely fashion.
- Uses critical thinking skills in a team environment to diagnose issues/incidents.
Project Coordination:
- Defines tasks and creates teamwork plans with moderate supervision.
- Delegates work with others and monitor progress.
- Identifies issues affecting work progress and recommends solutions.
- Assists Senior in controlling project costs, communicating any project-related expenses and recommends ways to control costs (if assigned).
- Appraises schedule variances and potential scope changes, task, goals and milestones in status reports and/or appropriate personnel.
- Measure the progress toward goals and revises work plan accordingly.
- Participates with management personnel in planning, direction, and coordinating operational and/or procedural matters to meet goals and objectives.
- Functions as the project coordinator when assigned by management. Duties include project time management, task and personnel coordination and scope management.
- Follows hospital’s project management methodology.
- Provides Project Coordination Services to customers as assigned.
- Delegates work to Associate and monitor progress.
- Assure project changes or additions are updated using appropriate Project Management Toolsets.
- Ability to organize and prioritize multiple simple to moderately complex assigned tasks.
- Provides input into the assessment of appropriate work effort for a task or project.
Data Center Management:
- Performs some duties of the Associate Network and Security Engineer.
- Follows all data cabling and labeling procedures within the data center.
- Ensures all Network and Security cabling and device labeling and documentation is accurate and up to date.
- Applies knowledge of fire suppression systems in maintaining efficient functionality within the data center.
- Completes all data center fire center safety training.
- Supports all rack layouts and rack elevation documentation.
- Actively contributes to all processes associated with the data center.
- Performs routine data center standards audits and documents findings.
- Reports any data center standards violations to manager.
Team Building:
- Assist and mentor’s co-workers.
- Performs the following core duties: participate in mentoring, training, and development of other employees.
- Seeks and respects the views of others, including patients/families and customers when appropriate.
- Creates and updates internal documentation for team members to use.
- Coaches and provides support/encouragement for employees to exceed their own expectations.
Technical Administration:
- Participates in change management and problem tracking.
- Use office productivity software to create and update team documents and to document network/security issues for management.
- Populates and maintains network information databases.
- Consults and coordinates with Installation Team on network upgrades/changes.
- Provides input for the planning and budget process.
Video Conferencing:
- In depth knowledge video conferencing technologies and protocols to assist end users in usage.
- Deal effectively with senior and mid-level executive/management teams in resolving technical conferencing issues.
- Maintain core videoconferencing infrastructure, including bridges, gatekeepers, session border controllers and videoconference servers and gateways.
- Research and investigate new products for applicability to services
On-Call Responsibilities:
- Accepts on-call duties and responds with action, either by phone or on-site, as defined by department policy.
Policy Adherence:
- Follows established policies of the WVUHS and the entity where the IT team member is assigned to work and/or employed.
Other Duties:
- Performs additional duties as assigned to meet team or organizational needs.
