As a Program Manager 1 (PM1) or Program Manager 2 (PM2), Control Account Manager (CAM), within the Stockpile Production Modernization (SPM) Office, you will provide program management support to a NNSA weapons program portfolio within the LANL-Production Agency (PA) and report directly to the Project-Program Director (PPD) 5 and Sr. Director. The selected individual(s) will be responsible for cross-site/cross-agency collaborations to ensure overall successful program execution.
As a PM1 or PM2, you will serve as a LANL-PA interface with internal line organizations (e.g. DP, FIN-WP, PC-ALDWP) and the assigned program office to ensure a specific component or set of components are managed through the 6.x Process. The selected individual(s) will assist in defining technical program scope, in accordance with Laboratory, ALDWP, and SPM capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. The selected individual(s) will also work in partnership with the Principal Program Manager and Team to support the overall scope of the assigned portfolio and adhere to reporting and documentation requirements detailed by the NNSA Federal Program Office (FPO).
The PM1 or PM2 will provide leadership, tactical planning, and coordination for execution of the assigned portfolio, which requires multidisciplinary integration across multiple organizations. You will assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will also negotiate, authorize, and direct the use of resources to meet work scope, schedules, budgets, and Laboratory goals and provide direction to direct and/or deployed staff in the planning, tracking, and execution of program plans for your assigned component(s) scope. You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. With direction from the Principal Program Manager, you will manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones.
Lastly, you will assist in identifying potential portfolio risks, developing risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the assigned component(s) of the assigned program portfolio within the Production Agency.

Program Management: Entry-level knowledge of and experience in program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
Portfolio Management: Entry-level knowledge of the technical or operational discipline of the assigned portfolio(s).
LANL: Entry-level knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
Communication: Excellent oral and written communication and presentation skills.
Collaboration: Experience in interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships.
Education Required: Position requires a Bachelor's Degree from an accredited institution and 2 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
At this level a bachelor's degree is desired.

At this level an advanced degree may be expected.
Desired Qualifications:
LANL: Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s).
Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs.
Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.
Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.
Product Life Cycle: Demonstrated experience managing a component or set of components through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).
Project Management: Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program.
Education: Engineering or science degree.

Clearance: Q (Position will be cleared to this level).
