Job Duties

The Virginia Department of Health Professions (DHP) mission is to ensure safe and competent patient care by licensing health professionals, enforcing standards of practice, and providing information to health care practitioners and the public.

This position performs a variety of fiscal duties requiring the knowledge of accounting functions or principles, general business practices, disbursements accounting, and/or applicable computer systems. The individual in this position will research, investigate, analyze, reconcile, and evaluate financial and operational data. This position requires knowledge of agency, state and federal laws, rules and regulations with the ability to apply this knowledge in the daily performance of duties. The position interacts frequently with internal and external customers using both verbal and written communication skills to discuss financial processes or issues. The primary duties of this position will have an emphasis on ensuring prompt payment of all invoices received in the Finance Division are paid in a timely manner. This position will assist other staff members in all of the Financial Services Division functional areas to support the division's strategic and tactical cross-training goals, ensuring that workflow continues uninterrupted during peak processing periods and unexpected events throughout the performance cycle.

Minimum Qualifications

  • Working knowledge of accounts payable
  • Working knowledge of preparing or processing travel reimbursements
  • Working knowledge of paying invoices with a small purchase credit card (SPCC)
  • Basic knowledge of Governmental Accounting Standards Board (GASB).
  • Working knowledge of Generally Accepted Accounting Principles (GAAP).
  • Working knowledge of applicable state and federal laws, rules and regulations, such as the Commonwealth Accounting Policies and Procedures (CAPP) manual, general accounting, cash management and reconciliations. particularly in the areas of general expenditure processing and expense reimbursements, Prompt Payment Act, and the US General Services Administration (GSA) travel policies.
  • Demonstrated ability to research, investigate, analyze, reconcile, and evaluate data.
  • Demonstrated ability to apply, interpret, or assess existing policies, procedures, laws, and regulations with potentially considerable financial or operational impact on the agency, program participants, and the general public.
  • Demonstrated ability to interact with internal and external customers using both verbal and written skills to prepare reports and discuss financial processes or issues requiring effective communication skills.
  • Ability to make independent and logical decisions and/or recommendations.
  • Ability to manage time and assignments to effectively meet deadlines, multi-task, and work independently and collaboratively in a fast-paced, automated environment.
  • Working knowledge of internal control processes and procedures related to business processes.
  • Proficient in the use of all MS Office Suite applications, specifically Excel and Word.

Additional Considerations

  • Prior work experience in accounting, accounts payable, finance, banking, or similar settings.
  • Experience with the Commonwealth Accounting System (Cardinal).
  • Basic knowledge of Electronic Virginia (eVA).
