Minimum Qualifications
High school diploma or GED. Three years of experience processing legal/public records and/or performing courtroom/public hearing procedures to include two years of related supervisory, advanced technical, specialized clerical or administrative experience are required. Completion of coursework may substitute for the required experience on a year-for-year basis. Must complete the Miami-Dade County Employee Relations Department's Supervisory Certification Program.
Recruitment Notes
This is a specialized supervisory position in the Marriage License Bureau of the Clerk of the Court and Comptroller. Plans and supervises the work of subordinate employees, monitors outgoing and incoming mail communications, supervises the front counter, assists the public, and oversees the six district court locations regarding the marriage license process and procedures. Incumbent is required to know the policies and procedures of the assigned unit.
PREFERRED QUALIFICATIONS:
- Associate’s degree.
- Three (3) years of experience working in the Clerk of the Court & Comptroller.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supervise the daily operations of all marriage license processes at the central bureau and assist the six district court locations to ensure the staff are providing the services and are knowledgeable of the policies, procedures, and objectives of management.
- Assist with the distribution of communications regarding new and revised policies and procedures related to the processing of marriage licenses and other related functions.
- Collect, consolidate, and archive daily statistical reports from the bureau and the six district offices.
- Assist in resolving problems, conflicts, and complaints that arise regarding responsibilities of the Clerk of the Court and Comptroller, ensuring compliance with applicable Florida statutes and court rules.
- Develop, implement, and update standards, policies, procedures, training, and staffing needs for the bureau and district court locations.
- Write monthly reports, prepare agendas, take meeting minutes, and schedule monthly meetings to discuss updates, issues, and recommendations.
- Monitor procedures, policies, guidelines, and registrations as mandated by state law or Florida Statute for the pre-marital course providers and out-of-state agencies.
- Research and review Florida Statutes, as necessary.
- Provide supervisory assistance and full cooperation with investigations conducted by Local, State, or Federal agencies.
- Conduct personnel management functions, including interviews, selection, counseling, discipline, performance evaluations, and staff meetings, among other duties within the assigned unit.
- Provide assistance to all Florida counties and the State of Florida office of Vital Statistics in Jacksonville with responses to inquiries regarding specialized procedures implemented in Miami-Dade County.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Work is primarily performed in an office environment with extended periods of time using a computer. Occasional travel may be required to support job fairs and/or external events. May involve light lifting (up to 10 lbs).
