Senior Accountant/Accountant Trainee 1/ Trainee 2 (NY HELPS)

The duties that the incumbent of the vacancy will be expected to perform. Duties Description This position is located in the Federal Project Setup & Control Unit of the Accounting Bureau. Duties include, but are not limited to:

? Ensure accurate setup of financial data in the Statewide Financial System (SFS) to allow for automated billing and reimbursement of grants from Federal Highway Administration’s (FHWA) Financial Management Information System;

? Federal Grant overspending analysis and resolution;

? Analyze transaction errors and make necessary corrections to allow for FHWA reimbursements;

? Review and analyze credits for proper reimbursement to FHWA;

? Communicate and collect information amongst staff within other units in DOT Accounting, other bureaus in the Agency, FHWA, and SFS;

? Prepare adjusting entries to move costs when needed;

? Review and sign Federal Grant modifications;

? Assist with the end of the Federal Fiscal Year close-out process;

? Test, document, and provide feedback of proposed enhancements to the SFS;

? Maintain accurate records in a shared database;

? Perform other miscellaneous tasks in the unit as assigned;

? Staff supervision, ,inclusive of annual review.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Trainee 1:

Either 1 - A bachelor's or higher degree in accounting, auditing, or taxation;

OR

2. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

Trainee 2 you must also have:

Either 1. One year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles;

OR

2. A master's or higher degree in accounting, auditing, or taxation.

Full Level you must also have:

Either 1. Two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR

2. A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR

3. A currently valid Certified Public Accountant license and registration issued by New York State.

Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional comments regarding the vacancy. Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
