Overview
The Senior Financial Compliance Analyst position reports to the Financial Compliance Manager and, with minimal supervision, plans, organizes, executes, and oversees internal risk based operational and financial reviews. This position will be responsible for documenting, evaluating, and verifying internal control procedures are operating as intended and risks are mitigated to an acceptable level for the University. Provides feedback and guidance on risk assessment in determining scope of procedures. Evaluates, reviews, and analyzes operational, financial and compliance internal controls to identify potential control weaknesses. Participates in the creation, enhancement and assessment of reports used in financial compliance processes. Develops recommendations based on synthesized information for management to improve the control environment. Participates in University wide initiatives acting as a strong business consultant on complex issues. Exhibits strong management and supervisory skills through mentoring, training, and developing staff.
Required Skills and Abilities
1. Comprehensive knowledge of financial and internal control concepts, analysis integrating multiple pieces of financial information to identify themes, trends, and issues. A proven capability to handle multiple priorities, with the ability to delegate responsibility and to ensure timely follow-through with implementation.
2. Experience in analyzing internal control objectives and procedures related to significant financial processes with previous audit experience in public accounting, internal audit, or internal control testing for a public or privately owned company.
3. Demonstrated ability to assess and identify risks within a process and determine impact to financial statements. Demonstrated ability to design and help implement effective processes or controls responsive to identified risks. Detail oriented. Excellent written and verbal communication skills.
4. High standards for personal and professional excellence, achievement, and integrity. An open and collaborative style that promotes partnerships, team building and the ability to build strong relationships across constituents. Strong organizational skills and the ability to see the big picture, while remaining attentive to detail.
5. Experience with documenting results of procedures performed and conclusions reached. Extensive proven knowledge of common business software applications (spreadsheet and database). Demonstrated experience working effectively with customers at multiple levels of complex organizations is essential.
Preferred Education and Experience
CPA preferred. Demonstrated application of financial, accounting, risk assessment and internal control concepts.
Principal Responsibilities
1. Financial modeling and forecasting for internal controls and University Service Providers: Provides specialized technical analysis to determine present and future financial performance. Organizes information from a variety of sources to establish data banks for use in analyzing internal controls and creating a future plan . Guides and collaborates with all levels of management, both internally and externally, to gather, analyze, summarize, prepare, and present recommendations regarding financial internal control plans, trended future requirements, and/or similar complex financial matters. Researches and evaluates information to resolve issues and/or influence decisions. Conceptualizes, develops and executes multi-variable complex financial internal control and University Service Provider models. 2. University Service Providers: Responsible for compliance of the University’s Service Providers which involves evaluating University service providers’ rate development methodologies for compliance with federal costing rules and University policy. Delivering and supporting campus-wide training for departmental business administrators regarding the creation and maintaining of service provider rates. Develops and implements an effective monitoring plan of service providers to ensure compliance with federal regulations and University policies and procedures. Manages the annual service provider registration and rate submission process. Continually improves costing related processes/activities by soliciting customer feedback, developing and applying effective practices, and implementing prudent changes to enhance efficiency and effectiveness surrounding University Service Providers. Responsible for knowledge of current changes in federal government regulations and sponsor requirements as they relate to the calculation of internal service providers. 3. Financial methods and systems: Influences, plans, and designs methods to improve practices, processes and systems. Leads and partners with all levels of internal and external contacts to execute departmental and/or institutional level goals. Provides a high level of service that cultivates and maintains strong working relationships and effectively communicates information; takes ownership and accountability for timeliness, accuracy and relationship management. Implement and manage a data analytics program to support financial quality assurance. Primarily responsible for outreach to the University business units, to provide guidance on internal and operational financial controls 4. Strategic Resource: Translates department internal control finance strategies into goals. Anticipates, identifies, and raises potential financial opportunities, issues, risks, ideas and solutions. Employs judgment and expertise in identifying the appropriate stakeholders to include in consultations, communications, approvals or buy-ins for designing and implementing changes. 5. Financial Analysis and Reporting: Analyzes and synthesizes information and designs and creates accurate and timely internal control reports. Designs internal financial control reporting to meet the compliance needs of internal and external users. Extracts and consolidates data from multiple sources. Prepare, analyze and review internal control reports and procedures and performing data analytics over key financial compliance areas. 6. Compliance and risk management: Establishes, implements and/or maintains strong internal controls in areas of assigned responsibility to provide reasonable assurance of effective and appropriate resources use, accurate financial information, and adherence to contractual obligations and agreements, policies, procedures, and external regulatory requirements. Recommends implementing policy and procedure changes as appropriate. 7. Supervise the Operational Support team providing the outreach, training and corrective efforts as necessary. 8. Provides expertise an Required Education and Experience Bachelor’s degree in Accounting, Business, Economics or Finance and six years of related experience or an equivalent combination of education and experience.
