Summary

Position Summary

The purpose of the position is to provide overall fiscal management of the HIV/STI/HCV Program budget. The annual budget is about $28M and comprises over 29 funding sources. The Business Finance Officer (BFO) IV monitors the overall budget which requires detailed monitoring of the complex "Ending the HIV Epidemic" federal grant funding, a $4M contract with Harborview Medical Center with over a dozen separate funding sources, and Sexual Health Clinic projects that are funded by King County and University of Washington. Specific tasks are listed below. The BFO IV is also responsible for overseeing and providing training on fiscal assignments for administrative support staff and provides ongoing training and mentorship to fiscal staff. The position also assures compliance with internal controls and fiscal policies and contributes to the development of department-wide processes and trainings related to grant management and audit readiness.

The HIV/STI/HCV Program offers services and resources to decrease new infections and help those living with Human Immunodeficiency Virus (HIV), Sexually Transmitted Infections (STI), and Hepatitis C Virus (HCV) lead healthier lives.

Work Schedule

Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.

Remote and Onsite Work

This team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building, located at 401 5th Ave, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

Development and monitoring of annual HIV/STI/HCV Program Budget

  • Develop overall section budget.
  • Revenue and expenditure tracking and forecasting.
  • Division Finance Reporting.
  • Expenditure authorization and oversight of program manager expenditure decisions.
  • Oversee fiscal audits.
  • Oversee program billings and grant reconciliation.
  • Provide coverage for Health Services Administrators (HIV and STD).
  • Advocating for and/or applying for new funding.
  • Contract monitoring for subrecipients.

Responsible for the work of two employees:

  • Sets performance expectations and standards.
  • Independently makes decisions in assigning, checking and approving work.
  • Schedules and approves time, hires, coaches, trains and recommends pay changes.
  • Evaluates performance (sign performance evaluations).
  • Imposes or recommends disciplinary actions and provides recommendations on grievances.
  • Recommend discipline to supervisor and participate in the performance appraisal process.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Four (4) or more years of experience, training or the equivalent combination of experience and education in fiscal management that includes expense monitoring, procurement, local government budgeting and federal grants management.
  • Experience analyzing data from a large financial management system such as Oracle E-Business Suite (EBS) and presenting the findings in a way that non-fiscal audiences will understand.
  • Knowledge and experience with grants management including compliance, implementing internal control monitoring, billing and reporting. This includes demonstrated knowledge and familiarity with Uniform Guidance 2 CFR 200, the Uniform Administrative requirements, cost principles and audit requirements for federal awards.
  • General accounting and/or payables experience that includes processing invoices, cash management and gift incentives.
  • A high degree of proficiency with Microsoft Excel (including formulas, pivot tables), MS Office 365 and other web-enabled tools including Microsoft Teams and SharePoint. Candidates must also be comfortable with using Microsoft Outlook and Word.
  • The ability to work independently with a high level of attention to detail and with strong time management skills in the face of conflicting and rapidly changing priorities.
  • The ability to build effective working relationships with diverse stakeholders representing a variety of cultures and backgrounds including but not limited to Section Management, other Section Finance Leads, the department’s Central Finance Staff and external partners including funders, community members and community organizations.

  • The ability to listen to and problem solve with colleagues to provide best fit solutions.
  • Strong written and verbal communication skills.
  • Experience developing and reviewing contract exhibits including budgets, invoice templates, cost price analyses, letters of agreement and scopes of work.
  • Experience providing consultation and technical assistance to external grantees unfamiliar with federal award requirements.
  • History of exercising sound professional judgment in maintaining confidentiality and anticipating the consequences of sharing information.
  • Demonstrated time management and self-direction skills to prioritize work and complete multiple tasks simultaneously with accuracy.
