Position Summary

The Director, Associate General Counsel – Federal Regulatory will serve as a trusted legal advisor and strategic partner guiding Empower’s engagement with federal regulatory frameworks. This role leads the development and implementation of strategies that ensure compliance while enabling innovation and growth. The Director will provide expert counsel on FDA, DEA, and other federal agency matters while overseeing Empower’s proactive adoption of AI-powered compliance monitoring and risk management tools. By balancing regulatory expertise with forward-looking use of technology, this leader will enhance operational integrity, support product innovation, and safeguard the company’s reputation. Success in this role requires deep understanding of federal healthcare regulations, exceptional judgment, and the ability to navigate complexity with clarity. Ultimately, this position strengthens Empower’s ability to deliver safe, effective, and affordable medication to patients nationwide while aligning legal strategy with corporate mission and values.

Duties and Responsibilities

Regulatory Leadership

  • Lead federal regulatory legal strategy for pharmacy and outsourcing operations.
  • Partner with senior executives to align compliance with growth priorities.
  • Represent Empower in high-level discussions with federal agencies.

AI-Enabled Compliance

  • Implement AI-driven monitoring to identify regulatory risks.
  • Leverage advanced analytics to ensure ongoing compliance readiness.
  • Oversee deployment of AI tools for reporting and documentation.

Policy & Advocacy

  • Monitor federal legislation, rulemaking, and enforcement trends.
  • Advise leadership on potential impacts and opportunities.
  • Support advocacy efforts to shape regulatory policy.

Cross-Functional Collaboration

  • Partner with Quality, Manufacturing, and R&D teams to embed compliance.
  • Train leaders and staff on emerging regulatory requirements.
  • Guide business units on risk management and operational controls.

Strategic Counsel

  • Provide proactive advice on federal regulatory issues.
  • Anticipate evolving enforcement trends and market dynamics.
  • Drive legal strategies that balance compliance with innovation.

Knowledge and Skills

  • Demonstrated expertise in FDA, DEA, and federal healthcare regulations with proven ability to apply complex legal frameworks to innovative business models.
  • Strong track record integrating AI tools into compliance, monitoring, and risk assessment functions to enhance operational efficiency and accuracy.
  • Exceptional communication and negotiation skills, capable of influencing executive leadership, regulators, and cross-functional stakeholders with clarity and authority.
  • Advanced legal research and analytical abilities with capacity to anticipate regulatory trends, assess implications, and shape proactive strategies.

Experience and Qualifications

  • Juris Doctor (JD) degree from accredited institution required.
  • 10+ years of legal experience, with at least 5 years focused on federal healthcare or life sciences regulatory matters.
  • Active license in good standing with at least one U.S. state bar.
  • Demonstrated success advising senior executives and managing regulatory agency interactions.
  • Experience integrating AI and technology-driven solutions into compliance functions strongly preferred.
