Position Description

Performs complex material tests and manufacturing process inspections in laboratories, plants and/or at points of supply. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Material/Process Inspector III:

  • Coordinates test and inspection results with engineers, inspectors, material producers and suppliers and field construction personnel and may assist in determining cause for material problems.

  • Conducts nuclear density tests on subgrade, base and asphaltic concrete pavement.
  • Conducts pavement evaluations in the field.
  • Maintains and calibrates equipment.
  • Maintains inventory of test supplies.
  • Performs tests and inspection duties.
  • Prepares and maintains inspection or test reports and issues material reports.
  • Reviews plans and material specifications for changes in material requirements.
  • Drives/travels to laboratories, manufacturing plants, points of supply, warehouses and project sites to monitor status of programs, meet with supervisors and managers to resolve problems and perform unannounced inspection of operations.
  • Performs other job responsibilities as assigned.

Material/Process Inspector IV includes all the above and:

  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Assists in overseeing district laboratory operations and monitoring material testing requirements and results for compliance with specifications.
  • Observes tests and inspections and reviews reports from other inspectors; performs quality assurance for tests and inspections.
  • Trains and assists other inspectors and private sector employees and provides project specification information.
  • Assists in recommending changes or modifications to existing specifications
  • May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage.
  • Handles material or production problems referred by less experienced inspectors.
  • Handles problem calls from producers, plant inspectors and construction project field personnel.
  • Informs plant personnel of material or production problems, rejects substandard material and assists in determining cause for material problems.
  • Orders equipment and supplies.
  • Oversees work activities at different and/or remote locations.
  • Plans, coordinates, assigns, monitors and reviews the work of technical employees.
  • Prepares budgets.
  • Conducts research and development and prepares material designs for concrete, hot mix asphaltic concrete, base, aggregate and other materials.
  • Performs other job responsibilities as assigned.

Material/Process Inspector V includes all the above and:

  • Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.
  • Consults with producers and suppliers, including on-site visits, regarding material characteristics, specifications and quality control requirements; identifies problems and recommends solutions.
  • Mentors and develops technical employees in test and inspection procedures and material specifications.
  • Conducts safety and/or employee forum meetings.
  • May serve as a lead worker and the related tasks.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

High School Grad or Equivalent in general high school studies.

Experience:

Material/Process Inspector III:

  • 2 years of experience in laboratory work, material inspection or other engineering related work.

Material/Process Inspector IV:

  • 3 years of experience in laboratory work, material inspection or other engineering related work.

Material/Process Inspector V:

  • 4 years of experience in laboratory work, material inspection or other engineering related work.
  • (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Physical Requirements and Working Conditions:
