Position Information

TxDOT's Public Transportation Division is looking for a dynamic, self-motivated professional to direct the division's administrative and operations staff. As Section Director for Administration and Program Support, you will report directly to the Division Director an coordinate closely with other Division leaders, professional staff, other TxDOT Divisions , Department Leadership and external industry leaders at the local, state, and national levels. This position is responsible for the successful performance of the division's administration, communication, contracts development, data collecting/analyses/reporting, regulatory, and financial management responsibilities. The top candidate will have strong organizational, multi-tasking, and project management skills, good analytical skills, strong commitment to customer service, and well-developed interpersonal skills. The ability to think strategically and understand the larger context of division operations within the advancement of transit and active transportation programs is essential. Employees at this level perform work at the highest level of discretion and independent judgement and are responsible for final outcomes.

: 101,860.00

Maximum Salary

: 172,272.00

Position Description

Oversees and directs a section of professional, technical and administrative employees responsible for Division administration functions including budget, legislative appropriations, procurement and required internal functions within the Public Transportation Division. Oversees and directs program financial management, division performance and reporting requirements and development and maintenance of software applications supporting core business functions of the Division. Reports to the Public Transportation Division Director. Work requires contact with national, state, and local executives and governmental officials. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.

Essential Duties:

  • Assists in coordinating efforts to encourage and promote public transportation programs and securing grant financing for
  • public transportation providers.
  • Develops and monitors budgets.
  • Develops Legislative Appropriation Request (LAR) for support functions. Ensures budgetary needs are included in the LAR
  • submitted by the department.
  • Recommends and implements policies and procedures for departmental activities.
  • Recommends staffing and funding for division related activities.
  • Represents the Department at national, state and local levels concerning public transportation.
  • Reviews proposed legislation and assists in directing the implementation of legislation affecting public transportation
  • activities.
  • Manages a group of professional and clerical employees and oversees administrative services and management of business
  • support functions and special projects ensuring all functions are conducted in accordance with policy.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in transportation or Business Administration or related field of study.

Experience:

  • 6 years pf experience in transportation services. (Experience can be satisfied by full time or prorated part time equivalent).
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

  • Developing, implementing, and monitoring budgets and resources

Considerable knowledge of

  • Budgeting methods and procedures
  • Grants management
  • Applicable laws, rules, and regulations

Expert skill in

  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and
  • adjusting for problems/roadblocks
  • Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans;
  • monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines

Proficient skill in

  • Directing the development of policy and operating procedures
  • Analyzing and organizing business and technical data
  • Communicating complex ideas and information clearly, concisely, and effectively
