Why does the job exist?

The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of The Health Care Authority (HCA) in an efficient and responsive manner, and ensures the HCA gains full benefit from its current and future investments in technology.

The IT Systems Administrator II will:

  • Be responsible for managing the development, documentation, maintenance, and security of internal and external systems & networks, including design, configuration, installation, administration, optimization, and integration;
  • Be responsible for keeping systems & networks functioning smoothly to support all HCA operations.

How does it get done?

The IT Systems Administrator II is responsible for:

  • Building, installing, configuring, analyzing, tuning, and troubleshooting systems & networks to achieve optimum performance levels;
  • Resolving difficult system problems;
  • Configuring and assisting in the design of system and network security;
  • Managing hardware, software, and utilities for installation, modification, troubleshooting, maintenance, and upgrades of operating systems and workstation environments;
  • Monitoring and analyzing resource usage to recommend/develop enhancements to system capabilities and performance;
  • Comparing, evaluating, and implementing new technologies and integrate systems into the computing environment;
  • Documenting systems infrastructure for users, support and consulting personnel, and developers;
  • Training personnel who provide support and consulting services to users.

  • This position collaborates with several internal and external business and technology stakeholders at all levels to support the business needs of the HCA by ensuring robust and reliable database solutions.

Ideal Candidate

The ideal candidate has:

  • Strong knowledge of on-premise and cloud (AWS) environments;
  • Familiarity with both Windows and Linux operating systems;
  • Strong knowledge and experience in Windows and Linux server administration;
  • Proven ability to work effectively in a team environment, collaborating with system administrators and other IT professionals;
  • Strong analytical and problem-solving abilities;
  • Experience guiding and mentoring less-experienced systems administrators, offering constructive feedback, and supporting their professional development;
  • The ability to maintain comprehensive documentation of system & network configurations and procedures, ensuring that all practices meet industry standards and regulatory requirements.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and two (2) years of experience in systems administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive phone and personal computer usage. Direct client interaction and some travel may be required. Must be able to operate a motor vehicle.
