The New Mexico Department of Public Safety (DPS) is looking for a skilled database administrator with knowledge and abilities in Oracle and Microsoft SQL Server database administration.
DPS houses the New Mexico State Police (NMSP) and provides many services to the entire law enforcement community throughout New Mexico. DPS is the FBI designated Criminal Justice Information Services (CJIS) Systems Agency (CSA) for the State of New Mexico. As such, DPS is the exclusive entity in New Mexico that provides access to CJIS for all federal, state, local and tribal law enforcement agencies.
The DPS ITD provides a portfolio of services to the entire law enforcement community in New Mexico in addition to being the key technology partner of NMSP and the other statewide law enforcement support divisions of DPS. The ITD Leadership Team is committed to helping everyone on our team grow professionally and personally through training, mentorship, and challenging work assignments.
DPS has one of the most complex networks in the State of New Mexico consisting of over 50 physical offices including the DPS headquarters, the NM Law Enforcement Academy, three forensic labs, three 911 communications / dispatch centers, 12 NMSP district offices, and a significant number of permanent and transitory sub-stations in key locations throughout the state including the Governor's Mansion. In addition to these physical locations, the network consists of 650 NMSP patrol units, the NMSP helicopter and several mobile command centers. The network is accessed 24 hours per day, 7 days per week with no tolerance for downtime by DPS civilian staff, NMSP, and all federal, state, local and tribal law enforcement agencies (LEAs) to receive mission-critical CJIS and to access many other systems. These systems are essential to law enforcement statewide.

DPS houses many Oracle and Microsoft SQL Server databases that support DPS¿s mission. The IT Database Administrator III exists to ensure that these databases remain available 24/7/365 and perform in a manner that allows their associated applications to always be available to criminal justice agencies. This position may require duties for nights and weekends.
The Database Administrator III serves as the senior database administrator responsible for ensuring the integrity, availability, and optimal performance of the DPS mission-critical database systems. These databases support IT services essential to the law enforcement and criminal justice community at the municipal, county, tribal, state, federal, and international levels. This position provides advanced technical expertise in the administration, configuration, deployment, maintenance, upgrading, troubleshooting, data protection and security of enterprise Oracle and SQL Server database environments.
Microsoft SQL Server Administration:
The Database Administrator III oversees multiple SQL Server database environments (version 15.0.*) and their supporting infrastructure, including SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS), and SQL Server Analysis Services (SSAS). This includes comprehensive backup and recovery operations using SQL Server backup methodologies, disaster recovery planning and testing, and database performance monitoring and optimization using SQL Server Performance Monitor. The role encompasses implementing and maintaining database security principles, including user access management, role-based security, data encryption, and audit trail configuration for SQL Server environments.
Oracle Database / Server Administration:
The Database Administrator III manages multiple Oracle database instances (versions 11.2.0.4.0 - 19.0.0.0.0) along with knowledge of associated enterprise technologies including Database servers, Operating System (OS) servers, Application Servers, Report Servers, and Enterprise Manager systems. Core responsibilities include comprehensive backup and recovery operations using RMAN (Recovery Manager), disaster recovery planning and testing, and database performance monitoring and optimization using Oracle Enterprise Manager. The position involves implementing Oracle-specific security protocols, user access management, and maintaining optimal performance of Oracle database environments.
Database Support for Application Developers:
The Database Administrator III provides high-level technical support and consultation to ITD staff, DPS personnel, and authorized external users accessing DPS databases and criminal justice information systems. This includes performance tuning, query optimization, implementing indexing strategies, and optimizing database configurations for maximum efficiency. This role involves working closely with application development teams to architect current and new database systems, ensuring seamless integration and optimal system performance while providing clear technical specifications for implementing new database systems.
Database Maintenance:
The position encompasses comprehensive database maintenance activities including capacity planning, identifying and resolving performance bottlenecks, strategic upgrade planning, testing, and implementation. This includes maintaining database standards, policies, and procedures to ensure consistent and secure database operations across the enterprise, data archival strategies, compliance monitoring, and maintaining comprehensive documentation of database configurations, procedures, runbooks, and knowledge base articles. The role also involves database migration planning and execution from on-premises to cloud environments, such as Amazon Web Services (AWS) SQL Database.
Collaboration with Other IT Teams:
The Database Administrator III collaborates extensively with cross-functional teams including server administration, network infrastructure, cybersecurity, and application development teams to architect current and new database systems. The position requires working closely with the CCB (Cybersecurity and Compliance Bureau), NSB (Network and Services Bureau), and SMB (Service Management Bureau) to ensure seamless integration and optimal system performance. This collaboration includes providing technical specifications to the server, network and cybersecurity teams for implementing new database systems, establishing secure data sharing protocols, and identifying innovative database solutions that support the department's mission-critical operations serving the law enforcement and criminal justice community at municipal, county, tribal, state, federal, and international levels.

1. Possesses progressive database administration experience with demonstrated expertise in enterprise-level
Oracle and SQL Server environments.
2. Hands-on experience with Oracle Database versions 11g through 19c, including advanced features such
as Application Servers, and Oracle Enterprise Manager.
3. Proficiency in SQL Server 2019 and related Microsoft technologies, including SQL Server Integration
Services (SSIS), SQL Server Reporting Services (SSRS), and SQL Server Analysis Services (SSAS).
4. Exhibits mastery in database installation, configuration, patching, and upgrading procedures across
multiple platforms.
5.Possess deep knowledge of database backup and recovery strategies, including point-in-time recovery,
RMAN (Recovery Manager) for Oracle, and SQL Server backup methodologies.
6. Advanced skills in database performance monitoring, query optimization, and capacity planning.
7. Can identify and resolve performance bottlenecks, implement indexing strategies, and optimize database
configurations for maximum efficiency.
8. Experience with performance monitoring tools such as Oracle Enterprise Manager, SQL Server
Performance Monitor, and third-party monitoring solutions is required.
9. Possesses comprehensive knowledge of database security principles, including user access
management,role-based security, data encryption, and audit trail configuration.
10. Thrives in a collaborative environment, working effectively with server administrators, network engineers,
cybersecurity specialists, and application development teams.
11. Can translate complex technical concepts into business terms for non-technical stakeholders and provide
clear guidance on database-related decisions.
12. Strong analytical and problem-solving skills, capable of diagnosing complex database issues under
pressure.
13. Experience in disaster recovery planning, testing, and execution is critical, particularly in mission-critical
environments.
14. Values comprehensive documentation and has experience creating and maintaining technical procedures,
runbooks, and knowledge base articles.
15. Understand the importance of standardized processes in enterprise environments.
16. Stays current with emerging database technologies, security threats, and industry best practices.
17. Previous experience in high-availability, 24/7 operational environments, particularly in government, law
enforcement, or public safety organizations, is highly desirable.
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in data analysis, design, storage, and security. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

This position is classified as essential personnel within the Department of Public Safety and requires on-site presence to maintain the security and integrity of mission-critical database systems. Remote work is not available for this position. Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer usage with extended periods of sitting. The ability to lift up to 25 lbs may be occasionally required for server maintenance and equipment installation tasks. Some travel may be required.
