Position Overview: The Division of Texas Tutoring Supports coordinates with Education Service Centers, school system leaders and a network of technical assistance providers with guidance, training, and resources to design and execute a high impact tutoring strategy. Workstreams include Statewide Accelerated Instruction Management, HB 1416 Ratio Waiver list, Math Supplemental Curriculum Initiative (Learning Acceleration Support Opportunities grant), Tutoring in Teacher Pathways, and Outcomes Based Contracting.
The Senior Analyst plays a pivotal role in delivering timely, actionable insights to inform and improve tutoring initiatives. Leveraging tools such as SAS, Stata, SQL, Power BI, Excel, and AWS, the analyst develops and maintains complex data products and visualizations that support internal decision-making and meet the needs of stakeholders, including the legislature, State Board of Education, and Commissioner of Education.

Essential Functions

1. Reporting and Analysis: Designs, develops, and maintains data queries, datasets, dashboards, and reports to support both recurring and ad hoc analysis of tutoring initiatives. Utilizes tools such as SAS, Power BI, Excel, PowerPoint, and other specialized software to deliver actionable insights and data visualizations.
2. Data Infrastructure Management: Collaborates with EDRS and Tutoring leadership to define, implement, and continuously improve processes that support the strategic use of tutoring data infrastructure at TEA. Develops and maintains data governance standards, management tools, usage guidelines, and storage procedures to ensure secure and effective data handling. Conducts research to assess evolving user needs and selects appropriate technologies to enhance usability. Maintains comprehensive documentation for the Program Area Data Warehouse and related systems to support transparency and operational continuity.
3. Subject Matter Expertise: Serves as the subject matter expert on publicly available tutoring data, supporting third-party applications and promoting effective data use. Leads communication efforts related to public-facing data products, ensuring clarity, accuracy, and accessibility. Manages and produces data in response to legislative inquiries, media requests, and public information demands using tools such as SAS, SQL, Excel, TEA systems, and Smartsheet.
4. Quality Assurance: Leads the quality review of data products developed within EDRS by designing and implementing quality assurance measures. Provides detailed feedback on data and visualization outputs to enhance accuracy, consistency, and analytical rigor. Contributes to continuous improvement efforts by identifying opportunities to strengthen data integrity and presentation.
5. Client Engagement and Collaboration: Collaborates with Tutoring division staff to identify, design, and evaluate data-driven work products. Engages stakeholders to understand their data and policy needs, integrates feedback into deliverables, and communicates actionable recommendations. Independently manages relationships with program leads and maintains accurate project documentation using Smartsheet.
