The Housing and Community Development (HCD) Division of DCHS is looking for an experienced analyst, effective communicator, and a collaborative project manager to support the Affordable Housing Committee's (AHC). The AHC functions as a point of coordination and accountability for affordable housing efforts across King County by supporting equitable implementation of the Countywide Planning Policies (CPPs) Housing Chapter and the housing-related components of local comprehensive plans. The Senior Housing Policy Analyst will support the AHC’s efforts to monitor, report, and evaluate countywide and jurisdictional progress to plan for and accommodate housing needs and eliminate disparities in access to housing and neighborhood choice across King County. In this role, the Analyst will deliver housing data and analysis in accessible and engaging ways to equip policymakers, practitioners, and advocates with the information they need to understand policy outcomes and advance meaningful and evidence-based housing affordability solutions in our region.
Job Duties
SCOPE OF JOB DUTIES – To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Design and implement an ongoing system to monitor and report on local housing policy implementation and effectiveness.
- Work collaboratively with internal and external partners to develop standards and procedures to assess shortfalls in planning for and accommodating housing needs.
- Collaborate with internal and external partners to collect, analyze, interpret, and visualize data related to housing programs, projects, and outcomes.
- Conduct research on housing market trends and housing policy, program, and strategy effectiveness.
- Develop reports, presentations, and public-facing digital tools that communicate findings to a variety of stakeholders, ensuring that the data insights, monitoring, and research reach stakeholder networks across the housing advocacy, practitioner, and policy communities.
- Support development of policies and strategies to increase housing affordability, including research on best practices.
- Lead data-driven conversations with a variety of external and internal partners and present results to the AHC, interjurisdictional staff groups, and other forums.
- Manage the timely delivery of projects, including developing scopes of work, setting project schedules, assigning work, mentoring staff, and monitoring project progress.
- Form relationships with and earn the trust of a range of stakeholders and manage collaborative projects involving multiple, varying perspectives.
- Work independently and collaboratively to gather information to respond to technical questions from the AHC and other interested parties.
- Support implementation of AHC work plans and other duties as assigned.
Experience, Qualifications, Knowledge, Skills
WE ARE LOOKING FOR CANDIDATES WHO HAVE:
- The knowledge and skills usually associated with a bachelor's degree in public policy, planning, geography, economics, or related field and three years working in public policy, program evaluation, planning, research, or analysis.
- Experience developing policy or planning performances measures, monitoring program activities, tracking outputs, and/or assessing policy effectiveness.
- Experience developing and reviewing housing-related policies, plans, strategies and/or reports.
- Experience analyzing and interpreting housing and planning related data, such as Census, permitting, and spatial data.
- Experience producing effective data visualizations, dashboards, and/or informational graphics.
- Understanding of housing policy, affordable housing programs, and relevant federal, state, and local regulations and familiarity with the policy-making process.
- A commitment to continuous learning and staying up-to-date on emerging issues and research.
- Knowledge of the impacts of place, race, policy, and systemic inequities on disproportionately impacted communities and a commitment to applying equity, race, and social justice principles and practices to all aspects of the work.
- Ability to conduct thorough research, identify reliable sources, and evaluate information critically.
- Excellent written and verbal communication skills, with the ability to communicate complex information clearly and concisely to a range of audiences.
- Experience managing a complex project that requires balancing the interests of a range of interested parties with varying levels of authority.
- Strong problem solving and interpersonal skills, including the ability to work independently and maintain collaborative relationships as part of teams across multiple departments.
Desired Qualifications:
- Experience conducting housing research, including market trends, existing policies, and the needs of low-income households.
- Experience or training in human-centered design, design thinking, or similar user-centered mindsets and practices.

ADDITIONAL POSITION INFORMATION:
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. This position is expected in the office one day a week and may increase depending on business needs. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
- This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
