Summary

Department of Public Health is seeking a Project/Program Manager III (Communities of Opportunity Operations Lead) to join its multi-disciplinary team that includes Communities of Opportunity Operations (COO) co-founding partners at Public Health, Department of Community and Human Services through Best Starts for Kids, and the Seattle Foundation. The PPM III position will provide leadership for the operation of COO through assessment, development, implementation and revision of systems, policies, and procedures to assure COO can effectively meet its mission. The PPM III will provide leadership in applying equity and social justice to operating procedures and practices. The PPM III is responsible for the development and continuous improvement of COO procurement, contracting, and monitoring systems, policies, and practices. In this role, the PPM III interfaces with strategy leads, contract managers, the evaluation team, finance staff, PHSKC and King County procurement and other program departments to develop equitable grant-making tools and systems throughout COO, BSK, PHSKC, the Department of Community & Human Services, and the Seattle Foundation.

Background

The Health Sciences Division of King County Public Health provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community. The duties of the health sciences division include working with community partners to address the root cause of health disparities and improve population health outcomes; providing the functions of assessment, epidemiology, and program evaluation; and advancing health equity in the community through strategies at the individual and environmental levels that promote protective factors and reduce risk for chronic disease, injury, and violence.

Communities of Opportunity (COO) was launched by King County and the Seattle Foundation in 2014 to address the inequities in health, social, racial, housing, and economic outcomes that exist across the region. COO works in partnership with communities with the most to gain on the evidence that closing the gaps in those communities will benefit the economic and social engine of the entire region. COO focuses on both solutions that are geographic and cultural community-based and those which address policy and system change. COO is part of Best Starts for Kids (BSK), a King County initiative to improve the health and well-being of residents by investing in prevention and early intervention for children, youth, families, and communities. Work Schedule

The typical work schedule for this position is Monday through Friday from 8:00 am to 5:00 pm. This is an Exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.

Work Location

This is a hybrid position with both in office and remote work opportunities. The primary location for this position will be based out of the Chinook Building located at 401 5th Ave, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Teleworking:

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Provide overall operational leadership and support to ensure programs successfully meet their goals and objectives across strategies (i.e., Community Partnerships, Policy & Systems Change, Learning Communities, and Healthy & Safe Environments).
  • Lead strategic planning efforts and help develop and/or revise policies and procedures for assigned work unit.
  • Provide leadership in applying equity and social justice to operating procedures and practices.
  • Coordinate the development of performance goals, annual work plans.
  • Provide administrative/operational support to COO/HSE/SF staff, as assigned, and as needed to achieve goals and objectives.
  • Lead and support COO team in continuous improvement efforts.
  • Support staff development, team building and coordinate work between staff by strengthening internal communication channels and tools, supporting team building, and training/development opportunities.
  • Analyze data and prepare written reports and/or presentation materials on operations/admin for internal and external use.
  • Make presentations and respond to questions regarding the COO initiative from community groups and the public.
  • Participate in planning and marketing and in providing business and support services for assigned work unit.
  • Support Director with budget planning and monitoring, and expenditure reports.
  • Share best practices and identify and address inequitable processes within the Department of Public Health and the Department of Community & Human Services-Best Starts for Kids Initiative.
  • Supervise staff and interns.
  • Represent the director at section or division-wide administrative and/or budget meetings as needed.

Experience, Qualifications, Knowledge, Skills

  • Any combination of education AND minimum of four (4) years of any experience that clearly demonstrates the ability to perform the job duties of the position.
  • Demonstrated skills in planning and managing complex projects that involve working with multi-disciplinary teams.
  • Action-oriented and highly organized with the ability to quickly prioritize multiple, competing tasks.
  • Experience working within partnerships and collaborations, and ability to share power with a group and support collective decision-making processes.
  • Management of projects and staff.
  • Expertise working effectively with multi-disciplinary partnerships/coalitions, supporting the implementation and evaluation of projects, programs, and services.
  • Excellent communication skills (oral, written, in-person, and remote): concise, responsive, clear, accurate communication (oral, meeting materials, slides, etc.) for diverse audiences (including community members, elected officials, representatives of agencies/organizations, peers, and staff).

The most competitive applicants will have the following experiences and qualifications (Desired):

  • Experience working with Communities of Opportunity funded partners or with communities most impacted by inequities in health, housing, economic opportunity and/or community connections.
  • Knowledge about public health approaches to impacting inequities by geography and among cultural groups; familiarity with implementing policy, systems and environmental change strategies as well as community base building and community power-building approaches.
