Position Information

TxDOT's San Angelo District is looking for a highly motivated individual to fill the critical role of District Design Engineer. This position is responsible for leading the production of roadway construction plans and ensuring their successful delivery in support of our letting schedule. Job duties include oversight of in-house plan production as well as project management of jobs outsourced to private engineering firms for development, and requires coordination with both internal and external partners. This position is supervisory, managing a staff of professional engineers, engineers-in-training, and design technicians. It also supports the planning and programming functions associated with project delivery. Position Description

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Acts as a consultant to staff engineers regarding plan operations as they relate to administration, programming, design, construction, right-of-way and maintenance.
  • Acts as a consultant to staff engineers to coordinate construction operations.
  • Advises staff engineers
  • Interprets the Utility Accommodation Policy; reviews utility billing documents.
  • Makes presentations and represents TxDOT.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Oversees Consultant Contract Administration.
  • Participates in district plan review activities.
  • Prepares and submits Plans, Specifications and Estimates (P S & E) on projects
  • Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges.
  • Recommends replacement/rehabilitation/repair of damaged bridges and coordinates with local officials on critical findings involving structures, not under state jurisdiction, to have them posted, repaired or closed to the traveling public.
  • Represents the Department at meetings, conferences and related activities.
  • Verifies project eligibility and assists with ranking projects and funding.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

  • 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems
  • Transportation design engineering principles, practices and methods and the application of engineering theory
  • Hydrologic, hydraulic and geotechnical design activities and principles
  • Highway construction design applications
  • Standards and specifications for bridges and other transportation structures
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Design and plan preparation methods and requirements
  • Applying engineering principles, practices, and methods in job responsibilities
  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
  • Supervising technical staff
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Physical Requirements and Working Conditions:
