The Maine Department of Labor is now hiring a Program Manager to join the Maine Apprenticeship Program team! Primary responsibilities include:

The successful candidate will provide program oversight of programming and grant activities under the Maine Apprenticeship Program (MAP). Responsibilities include recommending program design, policies and procedures in compliance with laws, regulations and guidance; negotiating, developing, and modifying contracts with apprenticeship provider agencies; developing and managing annual performance goals, monitoring quality and outcomes of services; establishing continuous improvement measures; providing technical assistance on apprenticeship service requirements; training and supervising staff; and building collaborative relationships with employer representatives, subject matter experts, educators, chambers of commerce, industry associations and unions, and other partners to expand this industry driven workforce development solution.

Skills or knowledge required:

The person filling this position must have effective verbal and written communication skills, the ability to facilitate group discussions with diverse partners, and ability to assemble, analyze and present information to small and large groups. They will demonstrate solid teamwork skills, strong analytic skills, the ability to exercise independent judgment and work under strict timelines. Supervision is exercised over a team of MAP representatives. Excellent customer service is a must.

This position will be based at either the Portland, Augusta, Springvale or Lewiston MDOL/CareerCenter offices. Regular in-state and occasional out-of-state travel will be required.

Minimum qualifications:

An eight (8) year combination of education and/or experience demonstrating progressively responsible experience in developing and administering employment and training programs.

Preference will be given to those applicants:

  • Experience developing and executing project plans, grant management and staff training and supervision.
  • Experience establishing and maintaining effective working relationships with education providers, businesses, employers, unions, and representative agencies.
  • Curriculum development
  • Excellent communication, management, and presentation skills.
  • Experience using Microsoft Office suite, data management systems, and virtual communications platforms such as MS Teams and Zoom
