Please note: Standard business hours for this position are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position may occasionally require local travel for meetings and to WDVA locations throughout the state. A hybrid remote work schedule may be approved at the supervisor's discretion, with the understanding that components of the Fiscal Analyst 5 role require in-person, face-to-face communication.

  • This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star Families.

Duties

Some of what you'll do:

  • Ensure the agency is in compliance with federal, state, and agency policies.
  • Prepare quarterly reports and payment to federal and state agencies.
  • Interpret OFM/IRS/DES payroll rules, policies, and procedures.
  • Review unemployment benefit charges, wage verification, and cost distributions.
  • Review and analyze HRMS payroll results and reports, to include analysis and reporting of overtime and leave usage.
  • Serve as the subject matter expert in projects involving payroll or delegate to a staff member who can effectively serve in that role.
  • Draft policy and procedure updates as needed.
  • Interpret RCWs, Civil Service Rules (WAC 357), and bargaining agreements to determine employee compensation.
  • Review DES accounts receivable statements and transmittals and prepare journal vouchers.
  • Reconcile DRS and HCA accounts.
  • Review and analyze HRMS reports related to employee/employer insurance premium.
  • Supervise, train, and review the work of two Fiscal Analysts 3 and two Fiscal Analysts 2 positions performing payroll processing and benefit activities.

Qualifications

Required:

  • Professional experience may substitute for the required education but not for the accounting credit hours.
  • Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, AND four (4) years of higher-level professional payroll experience.

Preferred/Desired:

  • Knowledge of Office of Financial Management (OFM) rules and regulations, including the State Administrative and Accounting Manual (SAAM).
  • Knowledge and experience with:
    • Human Resource Management System (HRMS), Cross-Application Time Sheet (CATS), and ProviderOne system.
    • Working with the Agency Financial Reporting System (AFRS), Financial Toolbox, and Enterprise Reporting System (ERS), as well as DRS Employer Reporting Application (IERA).
    • Managing benefits for healthcare insurance and other state employee payroll-related deductions and benefits.

    • Supervising professional payroll staff.
  • Skills and abilities:
    • Excellent communication skills; written and oral are essential and are used via email, phone, in-person, in meetings, and in complex written responses to payroll issues.
    • Attention to detail and ability to analyze complex RCWs and WACs related to payroll and benefits.
    • Advanced analytical skills and the ability to identify, obtain, examine, and evaluate information for relevance to an issue.

Special Requirements:

  • Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
  • Must sign the confidentiality statement for all employees.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must maintain regular and reliable attendance.
  • Must successfully complete, within mandated time frame, employee orientation and all other mandatory annual, in-service, and other required training.
  • In an emergency, may be asked to stay for an extended period and perform duties appropriate to the situation.
  • Must have a valid driver's license.
  • Must be able to travel to WDVA locations throughout the state.
  • Computer usage requires professional business use of internet, Outlook, and DVA IT equipment.
  • Periods of mandatory overtime may occur without advanced notice.
  • Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business.
  • Candidates who are offered a job with WDVA must possess work authorization which does not require sponsorship by the employer for a visa now or in the future.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
