Why does the job exist?
The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of the Health Care Authority (HCA) in an efficient and responsive manner, and ensures the HCA gains full benefit from its current and future investments in technology.
The IT Application Developer II will:
- Under general supervision, code, test, debug, document, and implement software applications;
- Execute all programming tasks, including programming, analyzing, designing, developing, implementing, modifying and maintaining computer programs;
- Work on systems of moderate size and complexity or segments of larger systems.
How does it get done?
The IT Application Developer II is responsible for:
- Integrating solutions with other applications and platforms outside the framework;
- Performing moderately complex assignments that may require the development of new or improved applications, processes or techniques;
- Understanding client needs and technical requirements in order to determine and implement solutions;
- Managing all aspects of the system/ product to include and not limited to installation, backup, data recovery, security, clustering and establishing system utilization standards;
- Mentoring lower level application developers;
- Conceptualizing design, implementing and developing solutions for complex system/programs independently.

- Health Care Authority (HCA) and other State Agencies.
Ideal Candidate
The ideal candidate will have:
- Three (3) or more years of experience as a software developer in a corporate or governmental environment;
- Working knowledge of Salesforce (Apex), Python, MS Power, C#/.NET, Java, jQuery, and /or other related & important development languages/ platforms;
- Significant experience with quality assurance (QA) & testing processes, including knowledge of automated testing tools (i.e., Selenium);
- The ability to work effectively as an individual and as a part of a team able to manage multiple competing priorities;
- The desire to learn new tools and to push themselves to expand their knowledge of all aspects of software development;
- The motivation to be goal-oriented and driven to achieve positive results for all the stakeholders they serve.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and two (2) years of experience in software programming. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Employment is subject to a pre-employment criminal history background investigation and is conditional pending results.
Working Conditions
Office setting. Long periods of sitting and continuous use of monitor and keyboard. Stress due to deadlines and workload. Occasional overnight travel, work after hours, weekends and/or holidays may be required, occasionally variable work schedule.
