Description

The City of Richmond, Department of Public Utilities is seeking a qualified applicant to fill the position of Program and Operations Supervisor for Development Services. The incumbent will serve as the DPU liaison for the department for all internal and external inquiries related to permit and plan review, ensure continuity of services during staff shortages and updating and maintaining the Department SOP to ensure consistency across division and provide refresher training/guidance to internal staff as needed.

Duties include but are not limited to

  • Managing the DPU permitting processes and ensuring adherence of DPU permitting to all applicable City Code
  • Assisting in the refinement of the Department’s various division processes that are associated with the web based EnerGov application
  • Assisting the Development Services Engineering and Cross-Connection staff as needed with researching utility records for projects
  • Working with field operations and maintenance to determine service status along with any additional information needed
  • Handling customer complaints
  • Creating reports
  • Working with internal and external customers to ensure the timely installation of water and gas services
  • Long range planning
  • Setting strategic direction
  • Hiring and developing a professional and experienced support staff
  • implementing data and records management strategies for all plans and permits reviewed by the department
  • Other duties as assigned

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Four years of journey-level professional experience in area related to assignment
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED QUALIFICATIONS:

  • Prior supervisory experience
  • Experience in customer service,
  • Experience in municipal utility operations and maintenance
  • Experience with CIS (Customer Information Systems), DPU GIS application, and EnerGOV Land Use Application
  • Experience managing and scheduling time sensitive, data and records management, and project management

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to grasp new technology quickly
  • Ability to develop and deliver training tips related to process improvements and software implementations
  • Ability to be an independent problem solver with proper and timely communication to management
  • Ability to prioritize multiple tasks

The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; and occasionally climb, stoop, crouch, reach, stand, walk, push, pull, lift, finger, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
