The Department of Medicine has an outstanding opportunity for an Application Developer/Analyst to join their team.

POSITION PURPOSE

The Application Developer/Analyst serves in a key technical role responsible for developing, maintaining, and evolving the Department of Medicine’s financial and clinical data infrastructure. This position ensures the integrity, accessibility, functionality, and compliance of financial and clinical reporting systems that support revenue cycle management, operational decision-making, and regulatory adherence. By modernizing legacy platforms, enabling robust data integration, and delivering actionable insights, the Developer helps optimize operational efficiency and supports the department’s mission to deliver high-quality clinical care and sound financial management.

The Application Developer/Analyst position is complex due to its multifaceted technical and strategic responsibilities. It requires managing and modernizing a diverse set of database systems, including SQL, Access, and FileMaker Pro, while ensuring seamless integration with upstream data sources and legacy platforms. The role demands a high level of precision and security, as it involves handling sensitive clinical and financial data subject to strict regulatory compliance. It also requires the ability to develop and maintain custom web and client applications and reporting tools that support mission-critical operations across the Department of Medicine. The Developer must collaborate with a wide range of stakeholders (e.g. IT and finance teams, clinical staff, and administrators), translating business needs into technical solutions. Additionally, the position involves proactive monitoring, troubleshooting, and on-call support to maintain system reliability and performance. Balancing innovation with operational continuity, the Developer plays a key role in sustaining the department’s financial health and data-driven decision-making.

This position serves as a strategic enabler of the Department of Medicine’s financial and clinical operations by architecting and maintaining enterprise-grade data systems. It plays a critical role in ensuring institutional compliance, operational continuity, and data integrity across complex reporting environments. The Developer acts as a cross-functional liaison, aligning departmental needs with University-wide data infrastructure and upstream systems. Through technical leadership and innovation, the role supports the modernization of legacy platforms and empowers data-driven decision-making at all levels. Ultimately, this position contributes to the University’s mission by enhancing the transparency, efficiency, and accountability of its largest academic department.

DUTIES AND RESPONSIBILITIES

55% - Financial Reporting Systems & Database Management:

  • Design and build robust database systems using SQL Server, Access, and FileMaker Pro to support the Department of Medicine’s financial, administrative, and operational needs.
  • Design, develop, maintain, and support custom web and desktop applications for interacting with departmental and institutional data sources through all phases of the software development lifecycle.
  • Maintain, develop and enhance key applications such as the Departmental Analysis/Reports Tool (DART), Commitments Tracking and Reporting tool, and the RFA web application, ensuring they remain functional, secure, and aligned with evolving business requirements.
  • Develop applications to automate financial and operational report creation and delivery, exporting to Excel, Access, and other, custom web-based tools, as necessary, to provide actionable insights to department leadership and staff.
  • Implement and manage ETL processes to extract, transform, and load data from upstream UW systems (e.g., HR, fiscal, EMR) into departmental databases, ensuring data accuracy and timeliness.
  • Serve as a liaison between the Department of Medicine and School of Medicine, advocating for source data structure and content needs to meet our requirements for reporting and predicting future funding and personnel needs.
  • Act as a database administrator, responsible for creating new databases, updating schemas, optimizing performance, and ensuring data integrity and availability.
  • Provide technical support and training to end users, including administrative staff and analysts, to ensure effective use of developed tools and systems.
  • Develop internal software utilities and web-based tools to support IT operations, such as billing, invoicing, and user access management.
  • Serve as the primary technical resource for financial data analysis, including extracting and transforming data from legacy systems.
  • Respond to urgent issues and outages, providing on-call support for mission-critical systems to minimize downtime and service disruption.

20% - Clinical Reporting & Operational Support:

  • Migrate legacy databases (Access and FileMaker Pro) to modern SQL-based platforms to improve reliability, scalability, performance, and maintainability, developing backend processing utilities, desktop applications, and web applications as required.
  • Support the development and maintenance of the Clinical Activity Tracking (CAT) system and related web applications.
  • Implement system redundancy, data integrity checks, and recovery protocols to ensure uptime and reliability.
  • Develop routines and schedules to support database backup, recovery efforts, and point-in-time data archives, working with DoM IT systems administrators as necessary.
  • Collaborate with UW data providers and analytics teams to align departmental data infrastructure with institutional systems and advocate for changes that meet departmental needs.
  • Work with DoM IT systems administrators to develop, plan, test, and implement major application version upgrades.
  • Assist with ad-hoc reporting and data extraction from UW Medicine EMR systems and data warehouses to support the revenue cycle team.
  • Maintain and enhance clinical ETL processes, ensuring that data from EMR systems is properly transformed and integrated into departmental reporting tools.
  • Support disaster recovery planning by serving as the subject matter expert on data retention policies and reporting requirements.
  • Review and validate compliance-related issues and appeals.

15% - Training and Development:

  • Provide mentorship and guidance to departmental staff and analysts on data management, reporting tools, and best practices.
  • Deliver training sessions and documentation to ensure users can effectively navigate and utilize developed applications and reports.
  • Stay current with emerging technologies and development practices to improve system capabilities and trainings departmental staff.
  • Work with divisional teams in addressing documentation and billing challenges through technical consultation and tool development.
  • With the emergence of AI, this position will act as the Department’s oversight and administration officer to guide this emerging technology’s use within the Department.

10% - Other

  • Maintain web applications and Access databases for other clients within the School of Medicine.
  • Consult with DOM IT clients on custom development projects to assess needs and design solutions to meet them. Support such projects through the entire SDLC.
  • Perform other duties and special projects as assigned to support departmental IT and data initiatives.

MINIMUM REQUIREMENTS

Bachelor’s Degree in Computer Science, Information Systems, or a related field and a minimum of 2 years related work experience to include developing, maintaining, and securing Microsoft SQL Server or other relational database systems.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS

  • Strong knowledge of SQL database administration, including schema design, performance tuning, and data integrity.
  • Experience developing desktop applications and service utilities.
  • Experience developing data-driven web applications.
  • Proficiency with basic web development, including HTML5, CSS, JavaScript, etc.
  • Proficiency in programming on the .NET platform, with programming experience in C#.
  • Familiarity with the complexities and concerns around the usage of AI.
  • Proficiency in Microsoft Excel, including PivotTables, charts, and automation.
  • Experience with ETL processes and working with large, complex datasets.
  • Proficiency in Windows operating systems (workstation and server).
  • Experience with scripting languages such as PowerShell, Python, or bash.
  • Demonstrated ability to manage sensitive data in compliance with security and privacy regulations.

DESIRED QUALIFICATIONS

  • 3-4 years related work experience to include 2+ years of experience developing, maintaining, and securing Microsoft SQL Server or other relational database systems.
  • Secure development certifications.
  • Experience with FileMaker Pro and FileMaker Server.
  • Familiarity with IIS C# MVC web development, including Angular, AJAX, and SignalR.
  • Experience with Microsoft Power BI, BusinessObjects, Tableau, and Excel automation using OpenXML and VBA.
  • Knowledge of MS Access development with VBA and ADODB.
  • Experience with web scripting languages such as Python and PHP.
  • Familiarity with SharePoint APIs, ActiveX, and application deployment packaging for Windows.
  • Knowledge of AI tools usage and implementation.
  • Experience with statistical analysis software, such as R, SAS, Stata, etc.
  • Understanding of LDAP/Active Directory, Workday, and Microsoft Exchange APIs.
  • Experience with EPIC EMR systems, including SlicerDicer, provider data, and charge tracking.
  • Knowledge of SSO/SAML authentication, .NET DLL Interop Services, and Active Directory impersonation.
  • Familiarity with task schedulers, message queues, and Git version control.
  • Strong UI/UX design sensibility and experience with mobile app development.

CONDITIONS OF EMPLOYMENT

The Developer will be given access to confidential patient care and employee data. They will be required to sign a confidentiality agreement with the University and help maintain the security and integrity of the revenue cycle systems.

This position requires an individual who is organized; works well under stress, and can juggle competing priorities. The position demands a flexible schedule and the ability to work long hours due to workload and deadlines.
