Programmer Analyst
Position Summary:
Performs both programming and analysis tasks on internal business systems. Evaluates the internal technical needs of the district and recommends solutions. Defines the system and functional requirements. Assess available technologies to create development specifications. Develops and modifies internal application, operating, or database systems. Creates detailed test cases and may be involved in testing to analyze results. Documents all programming and systems changes.
Essential Duties:
- Great Culture (Systems Leaders):
- Acts as a liaison between users and vendors
- Collaborates with other departments and/or vendors to strategically map requirements for new integrations or implementations
- Great Systems (Support & Accountability):
- Designs moderately complex applications, including controls and reporting
- Prepares database data descriptions, queries, extracts, and reports using a relational database environment
- Ensures integrity of data imported into or exported from student information systems
- Designs program logic and codes using an authorized/approved programming language
- Prepares documentation to describe program development, logic, coding, and corrections
- Creates and maintains Extract, Transform, and Load processes through variety of methods as required by vendors
- Maintains administrative and instructional applications to ensure high level of availability and in alignment with vendor support windows
- Works closely with interdepartmental stakeholders on implementation, customization, and maintenance requests of integrated systems
- Perform IT related tasks such as answering tickets and consulting with client-facing IT members to resolve technical issues
- Promotes the overall effectiveness of the organization by performing tasks and sharing responsibilities of other members of the department during peak periods, inclement weather, or when there is an overload of duties
- Performs other duties as assigned
Job Specifications:

Minimum Qualifications (Knowledge, Skills and/or Abilities):
- Bachelor's degree and one of the following levels of experience:
- LEVEL I: Bachelor’s degree in related field required. Zero (0) years relevant experience required
- LEVEL II: Bachelor’s degree in related field required. Two (2) years relevant experience required
- LEVEL III: Bachelor’s degree in related field required. Five (5) or more years relevant `` required
- Knowledge of Object Access, SOAP, PL/SQL, C, C#, Visual Basic, SQL, SQL Server Management Studio, Visual Studio, .NET, XML, and HTML used to generate interactive web-based enterprise-wide applications and databases.
- Other work may include the use of JAVA script, AJAX, UNIX, Adobe Software Suite, Qualtrics, Access, Excel, Word, and Visio
- Ability to perform job duties with minimal supervision and adjust to changing workloads and deadlines
- Ability and willingness to learn new technologies and tools as the workflow requires
- Ability to work independently and to function effectively in team projects
- Good interpersonal and verbal/written communication skills
- Ability to write and maintain application programs
Preferred Qualifications (Knowledge, Skills and/or Abilities):
- Knowledge of and proficiency in education technologies such as: OneRoster, Canvas, Clever, Infinite Campus, Classlink, Parchment, Blackboard, RAVE, Versatrans, Titan School Solutions, EduSkills etc.
- Familiarity with education publishers such as: Houghton Mifflin Harcourt, Mcgraw Hill Education, Savvas Learning, Cengage Learning, etc.
- Knowledge of and proficiency in enterprise and business applications such as: Incident IQ, SAP, ArcGIS, etc.
- Understanding of education compliance standards
- Relevant experience may be substituted for formal education at a 2:1 ratio. Therefore for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.
Physical/Mental Requirements:
- Must have adequate manual dexterity to write legibly and perform required duties on a computer.
- Must have adequate visual acuity to read, interpret and transcribe written material and other required duties.
- Requires normal range of hearing and clear speaking abilities to interact appropriately with others in person and on the telephone.
- Requires some stooping, bending, stretching and occasional lifting not to exceed 25 pounds.
- Sitting for prolonged periods of time.
- May periodically require work outside of normal business hours, including weekends, under sometimes. stressful conditions in order to meet business needs and strict deadlines.
Work Environment:
- Office duties will be performed in a well-lighted, climate-controlled environment.
- Will require time in office, as well as external meeting locations with community partners or schools throughout the OKC metro area.
- May require participation in meetings and activities outside of normal business hours, including weekends and holidays.
- May be required to work overtime and weekends and holidays.
- Able to bend and stoop, lift 25lbs, stand and/or sit for extended periods of time.
