Introduction:

The Pathways to Public Service Program is an initiative that strengthens the pipeline of diverse talent from local colleges and universities, including Howard University, the University of the District of Columbia, and Bowie State University, into District government roles. The program is designed to provide 12-month public service apprenticeships, professional mentorship, and direct hiring pathways for participants into full-time government employment.

Duties and Responsibilities:

Performs special research assignments and independently design and implements work methods based on analysis of goals, objectives, special instructions, and priorities of the program. Incumbent handles complaints and/or problems of a complex nature and resolves difficult factual questions concerning DOB that require the application of nonspecific or vague precedent, methodologies or techniques impacting on the laws and regulations.

Oversee execution of programs of broad scope mission impact. Reviews and interprets new and established directives, instructions, regulations, etc., and delegations of authority for potential impact on major program objectives, operating policies, work operations and progress. Prepares internal instructions, operating policies, procedures, guidelines, etc., concerning assigned program(s) and recommends required changes and adjustment to assure proper and adequate accomplishment of major program goals and objectives.

Qualifications:

To participate in the Pathways to Public Service, you must have the following eligibility requirements:

  • Graduate from an HBCU with a bachelor’s degree in either December 2024 or May 2025.
  • Commit to being a resident of the District of Columbia within 180 days.

Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

The ideal candidate will have the following skills and experience: Skill in applying complex fact-finding analytic and problem-solving methods and techniques to identify interrelated program problems, draw conclusions, and recommend appropriate actions or solutions to improve program efficiency and effectiveness. Demonstrated ability to use PC and software packages (e.g., Microsoft Word, Excel Access, and Power Point, etc.). Skill in oral and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation including the preparation and presentation of reports, proposals, charts, and graphs, etc. Ability to establish and maintain effective relationships with and gain confidence and cooperation of supervisors and managers to accept proposals on complex issues.

Responsibilities could include:

  • Assisting in the review and evaluation of agency performance metrics
  • Drafting briefing materials or reports for policy proposals
  • Conducting cost-benefit or impact analysis
  • Supporting audits, inspections, or data compliance efforts

Nonprofit or Think Tank Internships

  • Urban Institute, Brookings Institution, or other policy research orgs
  • Collecting and analyzing data on program outcomes
  • Preparing policy briefs or white papers

Academic or Research Assistantships

  • Supporting faculty in public administration or policy studies
  • Literature reviews and data cleaning for large datasets
  • Supporting grant-funded public programs

Work Conditions/Environment

The work is performed in a normal office setting.

Tour of Duty: Monday - Friday 8:30 am - 5:00 pm

Operating Status: In-person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Duration of Appointment: Career Service - Term (13-month appointment)

Pay Plan, Series, Grade: CS-0343-12

Salary: Apprentices will earn an annual salary of $92,656

Collective Bargaining Unit: This position is covered under collective bargaining.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
