Why does the job exist?

The Staff Manager will:

  • Manage specialized behavioral health programs and services within the public behavioral health system of care to promote quality, enhance provider relationships, and increase access to services for consumers throughout the State under the supervision of the Behavioral Health Services Division (BHSD) Clinical Services Operations Manager;
  • Promote quality, enhance provider relationships and increase access to services for consumers;
  • Provide leadership in the development of operational policy and procedures, project/ program management, budget and financial reporting, development and oversight of Scopes of Work (SOW), and certification/ recertification of specialized behavioral health programs;
  • Oversee Program Coordinators, support their professional development and manage a limited number of programs.

The Staff Manager is responsible for:

  • Providing supervision and overseeing program managers;
  • Providing participative leadership by interacting effectively and maintaining positive relationships with peers, employees and customers;
  • Providing supervision and oversight for program managers to support their development and ensure that their programs are executed accordingly;
  • Collaborate with multiple divisions within the Health Care Authority (HCA) to include the Division of Health Improvement (DHI), the Medical Assistance Division (MAD), as well as the Children, Youth and Families Department (CYFD).

Ideal Candidate

The ideal candidate has:

  • Project Management experience to include agendas, task lists, and spreadsheets;
  • A high degree of customer service to include technical assistance and problem solving/ resolution;
  • Experience in providing supervision;
  • Specific behavioral health services experience;
  • Contract, budget and financial experience.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License.

Employment is subject to a pre-employment criminal background investigation and is conditional pending results.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
