DESCRIPTION

Global leader of AWS Worldwide Public Sector (WWPS) Proposal Team. Single threaded leader responsible for initiation, development, and completion of compliant, winning Request for ‘X’ proposal responses. The ideal person for this role possesses demonstrated public sector business development knowledge; strong team leadership capabilities; ability to work with diverse stakeholders including senior executives; government proposal management and proposal writing experience; and is highly persistent and motivated in driving teams, under tight deadlines towards defined deliverables. Candidates should have industry background that enables them to drive teams handling core proposal activities, a contracts background that enables them to easily interact with legal staff, as well as a technical background or familiarity that enables them to easily interact with technical and business leaders. Candidates should also be able to think strategically about AWS’s mission, products, and technical challenges, with the demonstrated ability to build and convey compelling value propositions in a written context. Candidates should be familiar, in general, with government acquisition guidelines and experienced with any regional RFx compliance requirements. Finally, candidates should be willing to support often-grueling and tight proposal timelines and commitments.

Key job responsibilities

  • Single threaded leader over team responsible for initiation, development, and completion of compliant, winning Request for ‘X’ proposal responses.
  • Leader of a global team of 60+ headcount located in 20+ countries.
  • Establish and maintain best practices and workflows to streamline RFP responses, ensuring quality, efficiency, and compliance.
  • Lead a team that understands and navigates key government contracting vehicles and tender procedures.
  • Oversee a team that executes RFx proposal response plans while collaborating with key internal stakeholders.
  • Maintain, improve, and drive team best practice processes/approaches for the development of RFx development and submission (including compliance tracking, win theme development and technical discriminators specific to Public Sector RFx opportunities).
  • Drive the development of and improve tools/processes to streamline RFx development – notably in the use of GenAI.
  • Serve as a thought leader with respect to proposal and deal excellence.
  • Global travel will be required.

A day in the life

Daily activities include: day-to-day management of proposal manager and writer team; implementing, maintaining, and iterating RFx best practices; driving development/usage of RFx related tools (e.g. utilizing GenAI); owning capabilities for graphics, editing and content management; managing resources for oral presentations and demonstrations; supporting escalations and briefings; managing and conducting team reviews; and generating unsolicited documents and whitepapers. A key part of this role will be working with global AWS stakeholders including business development/capture, technical teams, executives, and sales/account teams.

As part of the Worldwide Public Sector (WWPS) team at AWS, this role will lead our efforts to deliver innovative solutions to public sector customers. Core responsibilities are running a global team that is responsible for developing winning and compliant proposals in response to must-win Requests for ‘X’ (RFx – i.e., proposals, tenders, etc.).

BASIC QUALIFICATIONS

  • 7+ years of building and leading large teams and working in matrixed operating structures experience
  • Bachelor's degree or equivalent
  • Experience working and communicating with multiple stakeholders, C-level executives and cross functional teams or equivalent
  • Experience in strategic thinking about business, enterprise software products, and new technology platforms and architectures or equivalent

PREFERRED QUALIFICATIONS

  • 5+ years of managing and developing high performance teams experience
  • • Advanced degree.
  • • Industry certifications (e.g., Shipley, Association of Proposal Management Professionals – APMP).
  • • Non-English language capabilities.
  • • Strong project management skills.
  • • Experience with Generative Artificial Intelligence.
  • • Good understanding of the concept of public sector procurement and contract approaches.
  • • Customer-focused and self-motivated with a great sense of urgency and follow-through.
  • • Excellent writing skills, a technical and analytical mindset, and substantial experience. supporting proposal responses to government RFx opportunities.
  • • Experience in leading large, international and cross functional teams.
  • • Comfortable communicating with, and gaining consensus from, internal leadership teams.
  • • Ability to work effectively across internal and external organizations
