This posting is for a Real property Agent I position that will be located in the Division 3 Right of Way Office in New Hanover County. The position is responsible for acquiring Right of Way for Highway Construction. Contact owners of right of way to acquired, explain plans, describe right of way to be acquired, make monetary offers based on appraisal and damages, and explain how appraisal offer was determined. It will be the responsibility of the right of way agent to prepare deeds and easement agreements for the acquisition of right of way on highway projects and secondary roads. This employee will handle relocation assistance for a highway project by assisting displaced residential and business displacees in moving and relocating off the proposed right of way. The employee will assist in moving personal property including signs, billboards, and other items associated with the clearing of the project. The employee will assist individuals in locating, purchasing and or renting replacement property. The employee will be responsible for managing consultant driven projects for the department.

Knowledge, Skills and Abilities / Competencies

  • Experience reading and interpreting design documents, legal documents, business documents or construction plans

Additional Expectations:

Applicant must be able to deal with the public daily and be able to advise owners of their rights and how they will be affected by roadway construction projects. Knowledge of the requirement of federal & state regulations regarding the Uniform Relocation Act. Knowledge of highway right of way and construction plans, including cross-sections, typical sections of profiles and be able to prepare legal instruments of conveyance describing areas of right of way to be acquired. Must be able to interpret and convey to the public the requirement of federal, state, and local laws and regulations concerning the acquisition of highway right of way. May be required to work nights and weekends. The selected candidate must become a Notary public from the North Carolina Secretary of State’s office within two months of hire and maintain through employment.

Minimum Education and Experience Requirements

Bachelor’s degree in Business, Economics, Real estate or related field (i.e. Civil or Structural Engineering, Architecture) from an appropriately accredited institution and two years of experience in the general real estate field; or high school graduation and seven years of experience in the general real estate field; or an equivalent combination of training and experience.

If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience of Knowledge, Skills and Abilities required for the position, the agency may consider for this position, a trainee who does not meet the minimum requirements. Salary for a trainee may be set at a lower level then the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly as the trainee has obtained the necessary additional information education and experience to fully meet the minimum qualifications as outlined in the classification specification.
