This posting is for the Real Property Agent I positions that will be located in the Division 1 Right of Way Office in Ahoskie, NC. These positions will be responsible for acquiring Right of Way for Highway Construction such as: contacting owners of right of way to be acquired, explain plans, describe right of way to be acquired, make monetary offers based on appraisal and damages, and explain how appraisal offer amount was determined. They will be the responsibility of the right of way agent to prepare deeds and easement agreements for the acquisition of right of way on highway projects and secondary roads, as well as complete the necessary courthouse and register of deeds research to determine owners and existing right of ways. These employees will handle relocation assistance for a highway project by assisting displaced residents and businesses with moving and relocating off the proposed right of way. The employees will assist in moving personal property including signs, billboards, and other items that are associated with the clearing of the project. The employees will assist individuals in locating, purchasing and or renting replacement property along with any other real property duties assigned by the Right of Way management team.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Experience in composing written communication effectively with different audiences.
  • Experience in managing multiple priorities within specified time requirements.
  • Experience performing work-related task/duties independently or with limited supervision.
  • Demonstrated ability to work in a team environment.
  • Experience reading and interpreting design documents, legal documents, business documents or construction/roadway plans.

Additional Expectations:

The selected applicants needs to be detail oriented. The applicants needs to have a Notary Public Commission or be able to obtain the Notary within 6 months of hiring. Experience with Microsoft products such as Outlook, Word, and Excel is needed. Must be able to legally operate a State vehicle.

Minimum Education and Experience Requirements

Bachelor’s degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and two years of experience in the general real estate field; or high school graduation and seven years of experience in the general real estate field; or an equivalent combination of training and experience.

If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this position, a trainee who does not meet the minimum requirements. Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly when the trainee has obtained the necessary additional education and experience to fully meet the minimum qualifications as outlined in the classification specification.
