HR Programs Manager I - C32A

This position is located in Oklahoma City, Oklahoma.

Annual Salary: $85,000.00 + Full State Employee Benefits

Job-related travel is occasional and a valid driver's license and car insurance are required.

Minimum Qualifications:

Education and Experience requirements at this level consist of a bachelor’s degree plus three years of professional level experience in human resource management or development;

or an equivalent combination of education and experience, substituting one additional year of professional or technical public sector human resources management experience for each year of the required education;

or an equivalent combination of education and experience, substituting the possession of a master’s degree in public administration, human resources or a closely related field for one year of the required experience.

Position Summary: The Learning and Development Program Manager is responsible for managing and enhancing the employee training experience by overseeing the Learning Management System (LMS), creating and updating learning content, coordinating internal communications, and ensuring compliance with annual reporting and audit requirements. This role works collaboratively with external partners and internal stakeholders to deliver a seamless, engaging, and compliant learning environment for all employees.

Job Responsibilities:

  • Oversee the Learning Management System (LMS), including maintaining, updating, and enrolling participants in collaboration with OU/CPM partners.
  • Create, design, and update learning content to support ongoing employee development initiatives.
  • Manage all communications for the Employee Learning and Development team, including emails, intranet posts (Infonet), and general announcements.
  • Lead and ensure the completion of annually required employee training reports; coordinate and respond to audit requests related to training and development activities.
  • Facilitate employee learning programs and training sessions as needed to support organizational development initiatives.
  • Partner with internal departments and external vendors to enhance course offerings and ensure system functionality aligns with organizational needs.
  • Monitor and evaluate the effectiveness of learning initiatives and recommend improvements.
  • Maintain accurate records and documentation related to employee training, course completions, and compliance requirements.

Preference may be given to candidate who has Bachelor’s degree in Human Resources, Education, Organizational Development, Communications
