Summary

The Tuberculosis Program (TB) at Public Health – Seattle & King County is seeking a Project/Program Manager II to support the Community TB Prevention Unit. This Project/Program Manger II (PPM II) position oversees outreach to individuals who were diagnosed with Tuberculosis (TB) infection during immigrations exams, develops communication strategies to both community members and providers about TB infection, leads engagement with provider organizations, and supports other team activities such as community events and responding to calls/emails about TB infection.

This position works on a dynamic team with colleagues from diverse professional and personal backgrounds. There is flexibility in work schedule/location and a variety of projects that allow for opportunities to work both directly with impacted community and with primary care providers. Our team is relatively new and embraces new strategies and process improvement suggestions.

This SDA is currently anticipated to last for 6 (six) months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy is being filled as a Special Duty opportunity and is only open to current King County eligible employees. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

The normal work week is Monday through Friday, 8 am – 5 pm with occasional evenings and weekends. The position is subject to the provisions of the Fair Labor Standards Act and is overtime eligible.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Some of the work associated with this position will be performed through teleworking and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Conduct outreach with healthcare providers and their organizations related to latent tuberculosis infection (LTBI) education and guidance.
  • Coordinating with healthcare partners, pharmacies, and other organizations to streamline LTBI services.
  • Overseeing and responding to LTBI related questions and triaging to the appropriate person when necessary (i.e. nurse, epidemiologist, etc.).
  • Contributing to grant writing to fund initiatives to reduce barriers to testing, treating, and reporting of LTBI.
  • Responding to inquiries, facilitating meetings, and conducting presentations to inform partners of latent TB updates.
  • Coordinating with internal programs, teams, and task forces focused on engagement with providers who serve communities at higher risk for TB infection.
  • Engaging with internal and external partners about LTBI reporting.
  • Supporting the development of messaging and communication to reach communities at higher risk of TB infection.
  • Facilitating and building capacity of stakeholders to share information about LTBI.
  • Researching and conducting outreach to inform innovative ways to provide LTBI services and engage communities.
  • Managing texting outreach and conducting evaluations to assess treatment initiation and completion.
  • Monitor scope, schedule, and budget of contract or project and report results.
  • Assist with budget development by developing budget components for projects or unit.
  • Perform data analysis independently or as assigned.
  • Produce monthly/quarterly work program or budget reports
  • Write reports or issue papers summarizing analysis or research
  • Serve on inter-jurisdictional committees and/ or coalitions
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Experience coordinating with external partners and stakeholders, such as healthcare providers, medical associations, or community-based organizations.
  • Demonstrated ability to provide consultation and technical assistance to providers and community partners.
  • Demonstrated ability to work under pressure and carry out assignments and responsibilities reliably in a thorough, accurate, and timely manner.
  • Demonstrated ability to clearly and effectively communicate orally and in writing with supervisor, co-workers, partners, and stakeholders.
  • Experience creating and delivering public health messaging to a variety of audiences.
  • Demonstrated experience and ability in building internal and external partnerships with providers and community organizations.
  • Experience and skill in working with diverse populations and cultures and supporting anti-racist principles of equity and social justice.
  • Experience using process metrics to inform the success of the program and make adaptations as needed.
  • Must display good judgement and comfort in making independent decisions, while understanding limitations and elevating as needed in the absence of information.
  • Effectively manage multiple competing priorities and projects under a rapidly changing environment, with the ability to plan and prioritize effectively in this environment.
  • Public Health relies on office automation (MS Office 365), other web-enabled tools, and multiple large databases. Candidates must be proficient and comfortable with computer use to perform essential functions of the position.

The most competitive applicants will have the following experiences and qualifications (Desired):

  • Experience with or knowledge of latent tuberculosis infection (LTBI), particularly how to communicate orally and in writing about it to a variety of audiences.
  • Knowledge of barriers to LTBI care and experience addressing those barriers.
  • Background in public health, health education, health services, or related field.
  • Experience in a local or state public health setting.
  • Two or more years of TB experience.
  • Knowledge of project management principles.
  • Demonstrated ability to learn and comprehend new and complex bodies of knowledge efficiently.
  • Skill in working effectively as a team member to coordinate accomplishment of specific tasks.
